2 '72 the case . Councilman Henderson felt that the change would offer opportunity for better capability to resolve mutual problems . Mayor Bury felt that the Council of Mayors was in the nature of a fraternity , and that if it became Council of Cities , there would be more rhetoric and less action . City Manager noted that the State law was specific , that the Council of Mayors constitutes itself as Mayors ' Selection Committee . All other cities will have to agree to any revision , after which Mayors would have to amend the by-laws . Motion carried on roll call vote , Councilmen Henderson , Keckley , Petersen , and Rhodes voting yes ; Councilmen Weymouth and Williams , and Mayor Bury voting no . (MINUTE ORDER #71 -170A ) . Councilman Henderson noted that the letter covered a second question , relating to hiring a professional lobbyist to keep them in touch with legislators , and offered a motion to oppose doing this , seconded by Councilman Rhodes and carried (M . O . 71 - 170-B ) . Mayor Bury ordered adjournment to Executive Session at 10 : 56 p . m . to consider personnel matters . Regular meeting reconvened at 11 : 35 p . m . , and was thereafter adjourned on motion of Councilman Henderson , seconded by Councilman Petersen , and carried . Meeting adjourned at 11 : 36 p . m . Schricker , Deputy Police Chief Joel Mansfield , Planning Director Ken Schroeter , City Treasurer- Collector Harriet Drivon , Deputy Director of Public Works - Public Services Warren J . Mitchell , Construction Engineer William T . Martin , Superintendent of Buildings and Maintenance Melvin I . Moen , and Deputy City Clerk Frances I . Reggetts . Councilman Keckley moved to approve , as submitted , Minutes of Regular Meeting of September 13 , 1971 , and Minutes of Executive Session of September 13 , 1971 , seconded by Councilman Henderson and carried . Certificates of Distinguished Service were presented to Bernard Nobler and Charles Moody, retiring Members of Planning Commission , by Mayor Bury , with appropriate expressions of appreciation on behalf of Council and the community for their having served . 9-,20-71
