City <br /> Manager noted that the State law was specific , that the Council <br /> of Mayors constitutes itself as Mayors ' Selection Committee . <br /> All other cities will have to agree to any revision , after which <br /> Mayors would have to amend the by-laws . <br /> Motion carried on roll call vote , Councilmen Henderson , Keckley , <br /> Petersen , and Rhodes voting yes ; Councilmen Weymouth and <br /> Williams , and Mayor Bury voting no .
