He felt it was imperative <br /> that the Fire Chief have the right to adjust <br /> shifts to provide maximum protection and full <br /> utilization of personnel available . Because <br /> of the precedent- setting nature of this <br /> provision in the Memorandum of Understanding , <br /> he felt it warranted further study and <br /> deliberation . <br /> He also stated his objection to the residence <br /> requirements set forth in the Memorandum of <br /> Understanding . He submitted an enlarged map <br /> for Council ' s review showing response times . <br /> He stated that it was his opinion that until <br /> such time as sufficient fire fighting personnel <br /> _- could be hired to man all fire stations and <br /> engines for each 24-hour period without reducing <br /> or requiring off-duty response , residence require - <br /> ment control should be maintained . He felt the <br /> Fire Chief and Staff were better able to determine <br /> manpower needs for minimum response . He stated <br /> that consolidation should be the goal and not <br /> dispersement of personnel . He took issue with <br /> the response figures in the Memorandum of Under- <br /> standing as not being realistic . <br /> He pointed out that when insurance rates are <br /> set , factors such as manpower on duty , off- duty <br /> response , and mutual aid count heavily in de - <br /> termination of rates , and noted that Redwood <br /> City ' s rating is presently at a critical balance <br /> between Class 3 and Class 4 . <br /> He concluded with a summary of his recommendations . <br /> Vice -Mayor Keckley thanked former Chief Lodi for his presentation and stated <br /> that the Fire Chief was consulted during the negotiations . He stated that <br /> Council had considered all the items , and he felt that it would not be a <br /> business -like and straightforward approach to change the negotiations at <br /> this point . <br /> Chief Lodi responded that Council has an obligation to the community and <br /> would be remiss in their responsibilities if they did not review the matter <br /> again . <br /> Councilman Petersen suggested that Council perhaps should consider the <br /> 24-hour shifts for personnel who have maintenance functions as discretionary <br /> on the part of the Chief who might wish to set other hours for certain <br /> personnel , <br /> In response to Council questions , Personnel Analyst stated that the Memorandum <br /> 1_ of Agreement was signed with the understanding that the Chief would have <br /> discretion to assign men in his department other than firemen required to <br /> work 24 -hour shifts , <br /> Councilman Petersen noted that this should be so stated in the Salary Ordinance . <br />
