Relative to Item 4 , Councilman Rhodes requested that a letter be written to the retail grocers association asking them to consider the effect of this action and to give Council a letter concerning their reaction to an ordinance which would eliminate the sale of beverages in disposable and non - returnable containers . At the same time , they should be asked to comment on solutions to rid the City of shopping carts scattered all over , and a possible ordinance by the City relative to this matter . He pointed out the nuisance of shopping carts as they fall into and clog the City ' s drainage system, and in addition are unsightly . Mayor Bury indicated he would pursue the matter of the letter .
