32 Motion carried on roll call vote , Councilman Keckley being noted absent . Salaries and Fringe Benefits - Redwood City Employees . This matter was continued from Council meeting of February 1st at the request of Council to permit opportunity for review . Councilman Weymouth moved to introduce an Ordinance establishing salaries for employees of the City of Redwood City ; and , repealing Ordinance No . 1445 , seconded by Councilman Henderson . Mr . Joseph L . Lodi , 1834 Jefferson Avenue , Redwood City , stated that he had appeared before Council on January 25 , 1971 , at which time he voiced his opposition to Items 2 and 6 of the Memorandum of Understanding , and inquired if any changes had been made since then . Mayor Bury stated that there had been no change . He had reviewed the Minutes of the meeting of January 25th , and there had been no indication from Council members that they wished to change the original agreement . However , it was his belief that Council would be prepared to take the necessary actions at a later date if it develops that anticipated results are not accomplished . Mr . Lodi protested Item 2 , stating he believed that the Fire Chief had been stripped of some authority in the regulating of shifts . He also protested Item 6 , stating that the map and response times did not present a true picture , and he believed that service to the people in the community had been sacrificed . Mayor Bury responded stating Council should accept these questions of concern . However , he felt it would be wrong to create the impression that Council had elected to provide less than adequate fire service . He stated that with all the facts at hand , decisions are made sometimes that are not acceptable to everyone . If it develops that the capability of the Fire Department is impaired by these decisions , then Council would be prepared to take action . He assured Mr . Lodi that at no time would Council arbitrarily make a decision which would risk the safety of the people of Redwood City . Motion to introduce the Salary Ordinance carried . Councilman Petersen moved to introduce Ordinance appropriating following amounts from unappropriated balances of designated funds : $ 171 , 509 from budgeted reserve of General Fund ; $ 17 , 552 from Retirement Fund ; $11 , 347 from Water Fund ; $4 , 050 from Sewer Fund ; $438 from Marina Revenue Fund ; $ 9 , 000 from Library Fund ; and , $200 from Central Business District Meter Revenue Fund , to designated appropriations and departments for purposes of providing payment of salaries , City ' s contribution to employees ' retirement plan , and other employee costs , seconded by Councilman Henderson , and carried .
