53 <br /> ACCEPTANCE OF IMPROVEMENTS : <br /> 1 . Redwood Creek-Massachusetts to Alameda Improvements , Project SD-29 , GID 1- 65 . <br /> 2 , Water Mains , Project W- 5 , GID 2 -65 , <br /> 3 . Harbor Boulevard Improvements . <br /> The three projects were completed to the satisfaction of the Department of <br /> Public Works , who recommended them for acceptance by City Council , subject <br /> to the usual guarantees of materials and workmanship . <br /> Councilman Keckley moved to accept the three projects , subject to the usual <br /> one-year guarantees of materials and workmanship , seconded by Councilman <br /> Williams . On question , Councilman Williams commented on the confusion on <br /> Harbor Boulevard caused by an optical illusion which makes it appear to be <br /> a divided highway, and suggested this be referred to the Traffic Committee <br /> with recommendation that appropriate signs be installed , Police Chief <br /> was requested to investigate and report back , (Memo 3 -2-71 ) Motion carried . <br /> (MINUTE ORDER #71-39-A , -B 8c -C ) <br /> Councilman Rhodes moved to introduce Ordinance appropriating $3 , 250 from <br /> unappropriated balance of Central Business District Parking Meter Revenue <br /> Fund to provide for purchase of supplies and services , Department of City <br /> Treasurer , for Parking Facilities , seconded by Councilman Weymouth . Report <br /> was submitted to Council itemizing required funding for conversion of one- <br /> hour parking meters to two hours . Mayor Bury noted the lack of use of <br /> parking lot on Marshall Street and felt some method of merchandizing to <br /> encourage use would be appropriate . City Manager advised that there have <br /> been some negotiations with the representatives of United California Bank <br /> relative to leasing a portion of the lot for long-term clients as in the <br /> case of Balestra Pontiac . Motion carried . <br /> Councilman Keckley moved to approve for payment ACCOUNTS PAYABLE Nos . 82994 to <br /> 83121 , inclusive , totaling $203 , 705 . 26 , seconded by Councilman Williams and <br /> carried . <br /> COMMUNICATIONS : <br /> City of Millbrae , resolution expressing their Council ' s <br /> opposition to proposal of San Mateo County Grand Jury to <br /> consolidate all policing agencies within the County ; and <br /> resolution supporting tax proposal to be submitted to <br /> voters on March 2 concerning the San Mateo Junior College <br /> District . <br /> Mayor Bury reported that the Grand Jury proposal had come before the Council <br /> of Mayors and did not receive favorable support . <br />
