Reggetts . <br /> Councilman Keckley moved to approve , as mailed , Minutes of Regular Meeting <br /> of March 1 , 1971 , seconded by Councilman Williams and carried . <br /> Proposal for Park District in southern San Mateo County and northern Santa. <br /> Clara. County . <br /> City Manager introduced Tom Brown , 2374 Deodara Drive , Los Altos , repre - <br /> sending Citizens for a Regional Park and Open Space District . <br /> Mr . Brown described the efforts beginning <br /> about eight months ago by a group of interested <br /> citizens to bring about preservation of open <br /> space , through meetings with City councils and <br /> planning commissions . They concluded if the <br /> public is to benefit t from open space , the public <br /> should buy the land , and that the most favorable <br /> mechanism to accomplish this was to utilize a <br /> law written forty years earlier covering East <br /> Bay as model legislation , which authorized <br /> property tax levy of 10¢ per $ 100 A . V . It was <br /> realized one of the first steps necessary was <br /> to determine whether the proposal had support <br /> of the people at large . <br />
