Some 4 , 000 registered voters <br /> were asked to respond to the question of what <br /> use they thought the foothills should be put , <br /> The greater percentage felt it should be <br /> retained as open space , In Redwood City , the <br /> question as to whether they would vote for or <br /> against creation of a regional park district <br /> had the response , he said , of 72% for ; 16% against ; <br /> and 12% no opinion , from a total representation <br /> of some k00 voters . The third question was <br /> whether , if such a district crea.ted , they would <br /> approve increase in property taxes of $ 8 . 00 per <br /> year ( based on a $ 30 , 000 home ) . Mr . Spangle <br /> stated in this case the vote in the entire <br /> district was 73% yes ; 15% no , with a range from <br /> a low of 29% yes votes in East Palo Alto to a <br /> high of 97% yes in the Stanford area . In Redwood <br /> City , the breakdown was 61% yes ; 26% no . He <br /> indicated also that in Redwood City he found <br /> a greater reluctance to respond to the survey , <br /> and less receptiveness , particularly with respect <br /> to increasing the tax rate . It was then decided <br /> to exclude Redwood City from the boundaries of <br /> the proposed District . He described the areas <br /> within the proposed boundaries , and indicated <br /> the intention was to include only those areas <br /> where there was a preponderance of support <br /> noted from the survey . <br /> Mr . Brown then described the next step taken , <br /> with appearance before the Santa Clara County <br /> LAFCO , which approved their right to obtain <br /> signatures of registered voters . Next , they <br /> intend to appear before the San Mateo County <br /> Board of Supervisors for approval , then the <br /> plan would be referred back to the Santa Clara <br /> County Board , and on approval , could be presented <br /> to the voters . <br /> Mr . Brown indicated the purpose of the presentation <br /> was to try to obtain support by Council of the <br /> concept of the proposal . <br /> In the discussion , Councilman Keckley noted that in considering the proposal <br /> some time earlier , apparently Council had been misinformed , and in general <br /> had opposed the plan , since it was thought to include only a small park area <br /> above Palo Alto , and therefore they felt the people of Redwood City should <br /> not be subjected to tax rate increase to accommodate a park outside the <br /> County . However , Council now was aware the plan encompassed the lands all <br /> along the Santa. Cruz Range . He felt it was necessary to purchase park. and <br /> open space in order to preserve it for the future ; that it was going rapidly <br /> and once gone could never be regained . He noted a bond issue carried by the <br /> County in 1940 had failed , and the reason for it was the plentiful supply of <br /> open space at the time . The values of the land , meanwhile , have increased <br /> 2240% since then , and cost to the taxpayer would be greater today . He felt <br /> it was important to determine how the people of the community feel about <br /> taxing themselves . <br /> Councilman Weymouth questioned whether , if City should proceed with the <br /> proposal , this tax would be apart from the normal tax rate , and Mr . Brown <br /> responded it would be . <br />
