56 <br /> Counciilma.n Petersen indicated that County Parks and Recreation Commission , <br /> of which he is a member , generally approves acquisition of open space , <br /> but expressed concern from the standpoint of additional taxes . Council <br /> indicated approval , generally , of the concept , with the understanding <br /> there was no commitment beyond that at this point . <br /> Councilman Keckley moved that Council accept the proposal in concept only , <br /> with no recommendation whether Redwood City should or should not be <br /> included in the District , nor commitment as to tax increase , seconded <br /> by Councilman Henderson . <br /> Mr , Jim Miller , 3015 Bayshore , commented on <br /> the recent tax election which the taxpayers <br /> supported , and felt that another 10¢ added <br /> to that increase would be too much , He <br /> questioned whether the taxpayers had any <br /> protection at all , <br /> Mayor Bury assured him that under consideration at this time was only <br /> the approval of the concept of preserving open space . Motion carried <br /> on roll call vote , Councilman Weymouth voting no . (MINUTE ORDER ;171 -40 ) <br /> PUBLIC HEARING , Appeal of ISTVAN STEPHEN HORVTATH from denial by the Planning <br /> Commission of his application to amend the Zoning Map to rezone property <br /> located in the 1600 Block of Jefferson Avenue , being Lots 1 , 25 , 26 and <br /> 27 , Block 1 , Map No , 1 , Central Park , from "R- l " (Residential -- Single <br /> Family ) District to "R- 3 - A " (Multi -family - Low Density -- Architectural <br /> Control ) District , declared open and affidavits of publication and mailing <br /> ordered filed . Staff report indicated the Planning Commission had , at <br /> meeting of February 9th , denied the application for rezoning following <br /> a public hearing . Communication received from Biagio and Maria Ferrando , <br /> 499 Grand Street , protesting the rezoning , was read by the Clerk . <br /> Florence Collins , 535 Grand Street , referred <br /> to site plan drawn up by the architects , and <br /> questioned the fact the plan lacked the <br /> required number of parking spaces for the <br /> proposed 8 units , She also indicated that <br /> the applicant had purchased the property only <br /> recently , aware of the present R-1 zoning <br /> and of the property ' s irregular shape . She <br /> did not feel there was sufficient demand to <br /> justify rezoning to accommodate an apartment <br /> building , and requested the Council affirm <br /> the denial by the Planning Commission . <br /> Bebe Hoxsey , 525 Grand , stated that these <br /> arguments opposing the rezoning reflected in <br /> general the feeling of those in the neighbor- <br /> hood , that the area is stable and settled , <br /> and was composed of one - family residences . <br />
