John C . Worsley , of Worsley & Rankin , Architects , <br /> 873 Santa. Cruz Avenue , Menlo Park , speaking in <br /> support of the rezoning , on behalf of the Appellants , <br /> reported discussions with Planning Staff as to the <br /> most appropriate ways to utilize the property , and <br /> that it was felt R-3 -A , with planned approach to <br /> design , would be the proper course . He described <br /> the property as being 16 , 000 sq . ft . as opposed <br /> to 5 , 000 sq . ft . or less for the properties near <br /> it , and felt single -family residence would not be <br /> appropriate . He added the owner wanted to build an <br /> apartment house , and live there , himself . <br /> Council discussed briefly with Planning Director the possibility of a lot <br /> split , which it was felt was possible , if exception were permitted with <br /> regard to street frontage . <br /> Councilman Weymouth moved to close the public hearing , seconded by Councilman <br /> Petersen and carried . <br /> Councilman Keckley moved to affirm the action of the Planning Commission and <br /> deny the application , seconded by Councilman Williams and carried . (MINUTE <br /> ORDER #71 -41 ) <br /> PUBLIC HEARING , on Resolution of Intention of the Planning Commission to amend <br /> Section 30 . 2 . 2 ( f ) , Ordinance No . 1130 , the Zoning Ordinance , relating to <br /> parking requirements for "Housing for the Elderly " , declared open and affidavit <br /> of publication ordered filed . Staff report indicated Planning Commission <br /> held a public hearing on February 9th , and unanimously recommended the <br /> proposed amendment . <br /> Mrs . Dollina. Rayer , 526 Lincoln Avenue , expressed <br /> concern , since this was a pilot program, whether <br /> provision could be incorporated in the amendment <br /> to permit reappraisal after a period of time to <br /> find out if it is satisfactory . <br /> Mayor Bury assured Mrs . Rayer that there was provision for reconsideration . <br /> Planning Director indicated review was probable , particularly if problems <br /> occur in administration . Council expressed concern in the event usage changed , <br /> that adequate parking could be provided . Planning Director indicated that as <br /> in the case of earlier Variance applications , applicant can be required to <br /> show how standard amount of parking would be provided if the property should <br /> revert to standard occupancy . <br /> It was also felt that the number of elderly is on the increase , and the need <br /> for this kind of housing would also increase , accordingly . <br />
