William Royer , 1016 Blandford , agreed with concept of the ordinance , but felt requirement for a Use Permit was just a " stumbling block " , If not satisfactory , he felt the ordinance can always be amended . He referred to his proposed development , wherein the leases to be entered into were for ten years , and would limit the number of cars permitted . Councilman Williams supported the requirement for a Use Permit , feeling that it gave the City protection in the event use changed , providing the capability of the City to "break the lease " , and giving proper control and safeguards for future use . There being no communications or further discussion , Councilman Henderson moved to close the public hearing , seconded by Councilman Petersen and carried . Councilman Petersen moved to introduce Ordinance adding Sections 2 . 53 and 32 , 12 to Ordinance No . 1130 , the Zoning Ordinance of the City of Redwood City , relating to Parking Requirements for "Housing for the Elderly " , seconded by Councilman Rhodes and carried on roll call vote . PUBLIC HEARING , on Resolution of Intention of the Planning Commission to add Section 2 . 56 , and to amend Section 2 . 58 , Ordinance No . 1130 , the Zoning Ordinance , relating to the frontage of corner lots , declared open and affidavit of publication ordered filed . Planning Commission on February 9 , 1971 unanimously recommended proposed amendments following a public hearing . There being no communications or oral discussion , public hearing was closed on motion of Councilman Petersen , seconded by Councilman Weymouth and carried . Councilman Rhodes moved to introduce Ordinance adding Section 2 . 56 to , and amending Section 2 . 58 of , Ordinance No , 1130 , the Zoning Ordinance of the City of Redwood City , relating to the frontage of corner lots , seconded by Councilman Keckley and carried , Report and recommendation of Council Committee regarding recruitment of City Manager , Mayor Bury briefly reviewed the meetings held by the ad hoc committee of Council , composed of Councilman Henderson , Councilman Weymouth and himself , to consider the various techniques for recruitment procedure for this position . A number of ways in which potential applicants could be brought to attention of Council were considered , and it was recom-- mended that City acquire the services of an experienced recruitment firm .
