City Attorney felt that with regard to an appropriation , City Auditor would want to examine the amount needed and source of funds . There was a brief discussion as to whether an agreement might be entered into to enable the firm to begin work , with the funding arrangements to be worked out , since appropriation for the approximately $8 , 00o needed would require an ordinance , which is not effective for 37 days .
