73 <br /> City Manager then asked Police Chief for staff presentation of an "origin and <br /> destination " traffic plan study . <br /> Police Chief reported that in the latter part of 1969, the Traffic Committee <br /> was asked to do a study of the traffic flow surrounding the area of Broadway . <br /> Survey station was set up on Broadway near 2nd Avenue , manned by college <br /> students , in addition to which electromechanical traffic counters were also <br /> used . An up -dated study was conducted in February , 1971 , and the finding <br /> was that traffic volume was down by I00 to 500 vehicles per day . He said <br /> that Broadway is designed to handle 20 , 000 vehicles per day , but is used at <br /> only about one -third of its capacity at this time . He related his remarks to <br /> several slide drawings , and interpreted the diagrams . <br /> Planning Director reviewed the steps necessary to facilitate the objective <br /> for development of the Ampex site . The first step involved abandonment of <br /> a portion of Douglas Avenue , which had already been effected . The second <br /> stage was the action for consideration at this hearing , abandonment of a <br /> section of Broadway . The next phase would involve construction of extension <br /> of Rolison Road . He described alternative routes , and anticipated pattern <br /> of use . <br /> In the discussion which followed , concern was expressed regarding the value <br /> of the property to be abandoned . City Manager advised that Staff had met <br /> with Marvin Casalina (appraiser) that afternoon, and had been given his pro- <br /> fessional opinion as to relative values of properties concerned . City ' s <br /> rights in Broadway consisted of easement for road purposes only , Underlying <br /> fee remained in the original land developer , and that passed to Ampex at the <br /> time they acquired the adjacent property . The only rights of the City were <br /> in the road easement and underground easement for utilities right-of-way , <br /> Extension of Rolison Road is unencumbered by easement . In the opinion of <br /> Mr . Casalina , the value of the Broadway rights which City holds at this time <br /> was minimal , in that while abandoning surface rights within Broadway , City <br /> retains underground easements for utilities for the entire parcel , On the <br /> other hand , the value of proposed improvements in Rolison Road extension, <br /> provided under the agreement , amounts to $250 , 000 . <br /> Councilman Petersen spoke in favor of the proposed actions , indicating his <br /> reasons for approval , and inquired whether the representatives from Ampex <br /> could give an indication as to when their headquarters could be expected to <br /> be in Redwood City . <br />
