EXHIBIT 1 <br /> <br /> STATEMENT OF WORK <br /> FOR THE CITY OF <br /> 1.1 REDWOOD CITY <br /> <br />Contractor shall lease equipment and provide services per the proposal dated , <br />20 including amendments herein, submitted by Contractor to the City for the <br />implementation of the City's Photo Red Light Enforcement Technology Program. Using <br />equipment leased from Contractor, the City will photograph violations and give the film <br />to Contractor for processing. Contractor will develop the film and produce digitized <br />images of the film. Contractor will review the images and will ascertain the addresses <br />of the owners of vehicles in violation and ill send citations in a format determine by the <br />City, to the owner. The City will be informed of these infractions electronically. <br />Contractor's hardware and software will facilitate these tasks and the City's record <br />keeping related to photographic enforcement. All enforcement equipment, camera <br />systems and vehicles associated with the program will remain the property of the <br />Contractor with the exception of the red light enforcement loops, conduit and electrical <br />connections that are installed in-ground at the intersection. The unattended housings <br />will be installed at intersections mutually agreed to by the City and Contractor. At the <br />conclusion of the term of the contract, ownership of unattended housings shall be <br />transferred to the City. The terms as used herein shall mean: <br /> <br />1.1 CONSTRUCTION- City will provide consultant with information about targeted <br />intersections for enforcement by June 22, 2001, and will further provide as-built <br />engineering drawings of the intersections for in-ground loop installation. Contractor will <br />be responsible for the hiring of a sub-contractor for actual in-ground loop installation <br />and will provide oversight of the construction. <br /> <br />1.2 RED LIGHT CAMERA - The Program involves enforcing five (5) approaches. The <br />number of Red Light Cameras ("Cameras") and Unattended Housings may be <br />increased by mutual consent of the City and Contractor. The installation of any Camera <br />is contingent upon the determination by the Contractor that the location has a minimum <br />of thirty (30) violations per day. The Contractor will evaluate up to ten (10) locations for <br />possible placement at no cost to the City, the results of these evaluations shall be <br />disclosed to the City. The Contractor reserves the right to review the viability of the <br />program with the City if after an examination of five (5) locations none is found to have <br />this minimum number of violations. <br /> <br />1.3 UNATTENDED HOUSINGS - The City and Contractor may mutually agree to install <br />and operate with more Unattended Housings than Cameras at any time during this <br />program. Cameras would be rotated among Unattended Housings on a schedule <br />mutually agreed to by the parties at no additional cost to the City. <br /> <br /> 1.1 <br /> <br /> <br />
