162 <br />City Manager advised that the reason for setting April 13 for public hearing was to <br />place it before Council as presently composed. April 20 would be the meeting at <br />which the new Council would be seated and it was thought they would not be prepared <br />to vote on a matter of this importance. If the applicant had no objection to April 27, <br />as was indicated by Mr. Johnson, he would so recommend. He added that AB 133 pro- <br />vided that agreement must be recorded by May 15 to be applicable to this year's <br />taxes. <br />Councilman Keckley moved to amend the Resolution to set public hearing for April 27, <br />1970, seconded by Councilman Petersen. Councilman Arnett questioned County partici- <br />pation of in -lieu payments to School Districts, and felt it would be advisable to <br />ask the County for discussion on the point. City Manager advised that material <br />developed here had been mailed to other interested parties that day. <br />Mr. Harry Jackson of San Francisco, Counsel for the applicant, <br />advised of two pending bills in the Legislature, AB 1001, <br />(Bagley), "Governor's Tax Package" providing on per acre <br />basis for the several types of school districts; SB 626 <br />(Stern) and companion Assembly Bill (Duffy) which provides <br />flat reimbursement to cities and school district by reason <br />of open space contracts. <br />Motion to adopt amended resolution setting public hearing for April 27, was carried <br />on roll call vote, Councilman Weymouth being noted absent, <br />Councilman Petersen moved to adopt RESOLUTION NO, 6259 ACCEPTING APPORTIONMENT OF FEDERAL <br />TOPICS PROGRAM FUNDS AND ADVISING ADMINISTERING AGENCY OF INTENDED ACTIONS, seconded <br />by Councilman Keckley. Councilman Henderson indicated her support of intent to <br />accumulate funds for more substantial projects, among which she listed grade <br />separation to 5 Points, Junipero Serra Freeway and completion of Woodside Expressway, <br />Sidney Herkner, 55 Turnsworth, questioned what the program <br />covered and how much money involved and what would be done <br />with it. <br />City Manager reviewed the program, advising Redwood City's apportionment for 1970 <br />amounted to $70,980 and it was anticipated that the 1970-71 amount would be ap- <br />proximately the same. Basically, under the Federal Aid to Highways Program, in <br />order to participate, it is necessary to indicate the City will join with the County <br />in making County -wide studies of highway needs. The action before Council would <br />accomplish this by indicating to the State authorities the intention. Under the <br />rules, this must be done by June 30, 1970. Councilman Petersen added that the pro- <br />gram had been adopted by the State. In order for cities and towns to participate <br />in monies available, it is necessary to have one agency to administer and identify <br />streets that will qualify. This can be overlapping agencies or regional. In this <br />case, the County would be administering agency. Motion carried on roll call vote, <br />Councilman Weymouth being noted absent, <br />Councilman Arnett moved to adopt RESOLUTION NO. 6260 APPROVING AND AUTHORIZING EXECUTION <br />OF SUPPLEMENTAL AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND THE FAIR OAKS SEWER <br />MAINTENANCE DISTRICT FOR APPORTIONMENT OF COSTS OF CONSTRUCTION IMPROVING QUALITY <br />OF WASTE WATER DISCHARGE, seconded by Councilman Rosselli. <br />According to Staff report, the agreement provides for payment of 282-2% of City's <br />share of the sewer improvements under SCSP, Payment is to be made in the amount <br />of $332,000 prior to April 20, 1970, and balance to be due no later than July 1, 1971. <br />
