<br />The County is to serve as coordinating Agent, to represent the City with State Division
<br />of Highways and other agencies. County is to pay 50% of the City's share, Cost to
<br />the City was not to exceed $4,400, to be provided through Gas Tax Funds. Councilman
<br />Henderson questioned the technique for working with the County to communicate with
<br />the State, and Director of Public Works advised that the agreement provides that the
<br />City shall have a representative to work with the County, It was noted further that
<br />as yet a representative had not been determined, although it was expected that the
<br />County and City Engineering Staffs would serve, City Manager added that the City
<br />Managers of the cities participating will also confer with the County staff in
<br />initiating the program, Motion carried on roll call vote,
<br />Councilman Arnett moved to adopt RESOLUTION NO, 6271 APPROVING AND AUTHORIZING EXECUTION
<br />OF AGREEMENT WITH THE COUNTY OF SAN MATEO FOR COST PARTICIPATION FOR STREET AND SAFETY
<br />LIGHTING FACILITIES - WOODSIDE ROAD, seconded by Councilman Weymouth,
<br />The agreement provides for sharing costs of construction and future maintenance for
<br />safety lighting system being constructed by the State as part of the Woodside Road
<br />Widening project, and street lighting system to be constructed under the City's
<br />Woodside Road Street Lighting project. Motion carried on roll call vote,
<br />Councilman Arnett moved to adopt RESOLUTION NO, 6272 APPROVING SPECIFICATIONS FOR TRAF-
<br />FIC SIGNAL MAINTENANCE AND REPAIR; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS
<br />THEREFOR, seconded by Countilman Henderson,
<br />Councilman Henderson noted that apparently the procedure of retaining a contractor
<br />for this work was new, and requested a review, City Manager responded that in the
<br />past, maintenance and repair of traffic signals had been done with City's forces,
<br />However, due to expansion, and because of increase of sewer pumping facilities and
<br />increased lighting at the municipal buildings, the two-man staff of electricians
<br />is inadequate, The project calls for retention of an electrical contractor to main-
<br />tain and repair the City's traffic signal system for three years, with one-year
<br />options for renewal, Estimated cost is $500 to $600 for the sixteen existing sig-
<br />nalized intersections, to be paid from available Street Maintenance Funds, It is
<br />expected that contracting for these services will be more economical than adding
<br />new personnel, Motion carried on roll call vote,
<br />Councilman Petersen moved to adopt RESOLUTION NO, 6273 APPROVING AND AUTHORIZING EXECU-
<br />TION OF AGREEMENT FOR NEGOTIATION SERVICES IN CONNECTION WITH STORM DRAINAGE EASE-
<br />MENTS UNDER GENERAL IMPROVEMENT DISTRICT NO, 1-65, PROJECT UNIT SD -29, REDWOOD CREEK,
<br />seconded by Councilman Arnett, Councilman Keckley requested a review of the pro-
<br />visions of the agreement, City Attorney advised that the agreement was the standard
<br />type for negotiation services, and provided for compensation at $15,00 per hour,
<br />adding that the only departure in this instance from the usual provisions was that
<br />it was not felt necessary to retain appraisal services, since valuation is unchanged.

<br />Report and recommendation, CATV, City Manager reviewed the written staff report sub-
<br />mitted earlier to Council, in which recommendation had been made to reduce the per-
<br />formance bond from $200,000 to $25,000, along with a detailed justification on which
<br />the recommendation was based, He advised that a thorough examination by City Staff
<br />had been made, in which the installation was literally "walked" to insure lines were
<br />in fact in place as indicated, In addition, technicians from the County's Communi-
<br />cations staff made spot checks throughout the City to determine performance of the
