179 <br />Councilman Keckley moved to adopt RESOLUTION NO. 6278 APPROVING AND AUTHORIZING <br />EXECUTION OF LAND CONSERVATION CONTRACT --REDWOOD CITY AGRICULTURAL PRESERVE <br />N0. 1, seconded by Councilman Petersen. In response to question from Councilman <br />Henderson concerning the language of the contract, City Attorney advised the <br />wording is taken from the statutes, and noted changes from agreement submitted <br />with the application included restrictions and listing of certain compatible <br />uses. Motion carried on roll call vote. <br />Presentation by representatives of the State Cooperative Personnel Services to <br />review salary policy and salary survey matters, <br />The City Manager introduced Mr. Bruce Austin, Northern California Manager of <br />State Cooperative Personnel Services, who was invited to make a brief presentation <br />covering meetings held relative to developing basics for pay policy and position <br />classifications for the City. He noted the matter had previously been discussed <br />with Council, and funds were appropriated to cover Phase 1. <br />Mr. Austin noted he would be commenting on history and problems <br />in personnel management. He advised that his office is <br />authorized by law to provide technical personnel on request to <br />various subdivisions of government, and described some of the <br />work their organization has done with some of the other cities, <br />as well as colleges, in the area. He reviewed discussions with <br />Staff several months ago concerning need for overhaul of position <br />classifications and salary plan. It was decided to proceed in <br />two steps, with Phase 1 to consist of a series of discussions <br />and examination regarding City policies and pay standards, <br />because it was felt there were a number of unusual problems, <br />making it desirable to conduct these discussions and report <br />back to Council for considera.tion. The assessment by Council <br />would then hopefully lead to proceeding with Phase 2. He <br />briefly commented on earlier efforts to continue similar <br />studies, such as in 1961, but which were not put into practice. <br />It was his observation that over a period of time, the City had <br />accepted a series of questionable surveys, and questioned method <br />of selective use of bench mark cities for application of salary <br />comparisons, and commented on proposals for recommended changes. <br />Approval to proceed with the first phase would result in meeting <br />with the Management staff, followed by a series of meetings with <br />Advisory Committee, Department Heads, and Employee Associations. <br />Council briefly discussed the proposal, including a suggestion for cooperating <br />cities and the County to pool salary data. Mr. Austin advised that it was hoped <br />after discussions a draft of a statement of salary policy and standards might be <br />ready within six to eight weeks, for consideration by Council, prior to moving <br />to Phase 2. <br />City Manager noted that the action requested of Council would be motion for <br />Advisory Committee to continue meetings with the State Personnel Board to develop <br />a statement of policy, and Councilman Henderson so moved, seconded by Councilman <br />Rhodes and carried.
