207 <br />Chief Building Official advised Council that the greatest concern was in having <br />notified approximately fifty owners of non-conformance of signs, required by <br />ordinance to be corrected after amortization period of five years. In <br />particular, it was felt City must look at its own sign problems, as well as <br />being certain of response in correcting nonconforming signs. A sign on City <br />property on Main Street was noted as having been issued under a revocable <br />permit several years ago. Within 150 feet is a private billboard for which <br />the owner has made application to be heard relative to letting the sign remain <br />there. He felt it was difficult to react to an appeal while continuing to <br />maintain a City sign that does not conform. <br />There was brief discussion pertaining to a recommendation for a resolution <br />revoking the revocable permit, which the City Attorney stated has been prepared <br />and which could be acted upon at this time, or brought back at a later time. It <br />was suggested that the total report be discussed before taking formal action. <br />Councilman Keckley reviewed the "Climate Best by Government Test" sign at <br />El Camino Real and Claremont, which has existed for some time, and recommendation <br />by the Committee to remove the sign and either: <br />(a) <br />Incorporate a <br />similar <br />sign <br />and <br />motto within <br />proposed service <br />locations. <br />club sign at <br />El Camino <br />Real <br />and <br />Claremont, <br />or <br />(b) <br />Review and <br />consider designing a new <br />sign and placement at <br />entrances <br />to the City at different <br />locations. <br />Councilman Keckley indicated the Committee preferred the recommendation to <br />remove the sign and incorporate the motto into service club signs at both ends <br />of E1 Camino Real. <br />Councilman Keckley advised that the Committee worked quite a number of months <br />on the aspect of permitting free-standing signs on large parcels, such as for <br />ABC Marine World, and their proposal would allow a revision in the Sign <br />Ordinance that would allow such signs to be placed in accordance with a sliding <br />ratio of sign area to lot frontage, which would take into account minimum <br />acreage of the parcel. Chief Building Official discussed in more detail <br />the proposed ratios, as well as additional recommended conditions, such as <br />requirement of approval of Architectural Committee, location no nearer than <br />660 feet from a public street or highway in compliance with State billboard <br />regulations, and construction be of non-combustible materials. He stated that <br />in the past there have been requests for such signs for large parcels. ABC <br />Marine World had initiated this action because of identity problems due to <br />its being relatively isolated from the highway. <br />
