209 <br />is apparently due to backlog of old cases, and once these are cleared up there <br />would probably be no necessity for the Ordinance change. City Attorney felt <br />that probably the more conservative procedure would be to recognize the review <br />function in <br />the <br />Code itself. Council <br />continued discussion of the difficulties <br />in enforcing <br />the <br />present Ordinance. <br />Recommendation of Ordinance Review Committee <br />that the Committee review applications to the Council for time extensions pursuant <br />to Redwood City Code Section 3.147 and make recommendations to Council regarding <br />such applications, was accepted by Council. All applicants tobe afforded an <br />opportunity to appear before the Committee and to be advised of the Committee's <br />recommendations. <br />Councilman Arnett moved to accept the Report of the Ordinance Review Committee <br />and to implement recommendations and including recommendation (a) under Item 2 <br />("Climate Best by Government Test"), seconded by Councilman Rhodes and carried. <br />(MINUTE ORDER #70-90) <br />Councilman Keckley moved to introduce Ordinance amending Chapter II, Article IV of <br />the Code by adding thereto Division 5 to authorize conversion of overhead <br />electrical or communication facilities to underground locations by Special <br />Assessment proceedings, seconded by Councilman Petersen. At request of Councilman <br />Rhodes, City Attorney reviewed the provisions of this Ordinance. Motion carried. <br />Councilman Keckley moved to adopt RESOLUTION N0, 6297 APPROVING AND AUTHORIZING <br />EXECUTION OF REVOCABLE PERMIT WITH CITY AND COUNTY OF SAN FRANCISCO (WATER <br />DEPARTMENT) IN CONNECTION WITH EMERALD BRANCH CHANNEL IMPROVEMENTS, PROJECT UNIT <br />SD -20, FOR GENERAL IMPROVEMENT DISTRICT NO. 1-65, seconded by Councilman Arnett. <br />The permit will enable the City to accomplish channel improvements in the vicinity <br />of Glenwood Avenue and Canyon Lane. Motion carried on roll call vote, Council- <br />man Henderson being noted absent. <br />Councilman Arnett moved to adopt ORDINANCE N0, 1130.114 ADDING SECTION 60.5.1 <br />TO ORDINANCE N0, 1130, THE REDWOOD CITY ZONING ORDINANCE, REZONING PROPERTY IN <br />THE VICINITY OF FLORENCE STREET AND BAY ROAD, seconded by Councilman Keckley <br />and carried on roll call vote, Councilman Weymouth voting no, and Councilman <br />Henderson being noted absent. <br />Councilman Keckley moved to adopt ORDINANCE NO, 1453 APPROPRIATING $11,000 FROM <br />UNBUDGETED UNAPPROPRIATED BALANCE OF MARINA REVENUE FUND TO PROVIDE FOR IMPROVE- <br />MENTS TO AND RELOCATION OF HARBORMASTER'S CONTROL OFFICE AT MUNICIPAL MARINA, <br />seconded by Councilman Weymouth and carried on roll call vote, Councilman <br />Henderson being noted absent. <br />
