(MINUTE ORDER #70-94) <br />Submission of ANNUAL BUDGET, 1970-1971. City Manager advised that it was the <br />intent to submit preliminary budget without comment, in compliance with <br />Section 51.5 of the Charter requiring submittal of budget not later than <br />June 1. He noted that this Budget was by far the most difficult he has <br />had to prepare in view of increasing costs, and decline in revenues. He <br />added that Staff had made a sincere effort to put together what it was <br />felt is necessary to run the City and provide services the City should <br />have. Copies of the preliminary budget are to be made available at the <br />Chamber of Commerce, the two Libraries, and the City Clerk's office, for <br />public review. <br />Councilman Henderson moved to ADOPT RESOLUTION NO, 6304, SETTING TIME AND PLACE <br />OF PUBLIC HEARING ON ANNUAL BUDGET FOR THE FISCAL YEAR JULY 15 1970 - <br />JUNE 30, 1971; ORDERING PUBLIC NOTICE BE GIVEN OF SAID HEARING AND OF <br />THE FACT THAT COPIES OF SAID PROPOSED BUDGET ARE AVAILABLE FOR PUBLIC <br />INSPECTION IN THE OFFICE OF THE CITY CLERK, (set for Public Hearing June 22, <br />1970) seconded by Councilman Petersen and carried on roll call vote, <br />Councilman Arnett being noted absent. <br />Council discussed the rescheduling of budget study meetings, in view of the <br />Primary Election activities, and Council agreed to reset the dates. Council- <br />man Henderson moved to reschedule Budget Study meetings for June 3 and 4, <br />and June 10 and 11, at 7:30 p.m., in the Community Activities Building, seconded <br />by Councilman Petersen and carried. (MINUTE ORDER #70-95) <br />Commission and Board Appointments. Ballots were taken for two vacancies on the <br />Park and Recreation Commission and Councilman Henderson moved to cast <br />unanimous ballot to appoint James Knecht and Frank Guida for four-year <br />terms on that Commission, seconded by Councilman Petersen and carried. <br />(MINUTE ORDER #70-96) <br />Councilman Henderson moved to reappoint Gordon Hanson and Mynin Wong to <br />four-year terms on the Board of Building Review, seconded by Councilman <br />Petersen and carried.
