215 <br />Councilman Keckley moved to introduce Ordinance amending Section 20.97.4 of Article VII <br />of Chapter 20 of the Code, relating to parking restrictions on Whipple Avenue <br />in the City of Redwood City, seconded by Councilman Henderson, and carried. <br />Councilman Keckley moved to authorize preparation of plans and specifications for <br />channelization and signalization, seconded by Councilman Henderson and <br />carried. (MINUTE ORDER #70-93) <br />Councilman Petersen moved to adopt RESOLUTION NO, 6302 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT FOR NEGOTIATION SERVICES IN CONNECTION WITH STORM <br />DRAINAGE EASEMENTS UNDER GENERAL IMPROVEMENT DISTRICT NO. 1-65, PROJECT UNIT SD -20, <br />JEFFERSON BRANCH, AND PROJECT UNIT SD -24, KENSINGTON BRANCH, seconded by <br />Councilman Weymouth. <br />Gardner -Piercy & Company, Appraisers, are to perform the negotiating services <br />which are necessary for acquisition of property in order to accomplish the <br />two projects. Motion carried on roll call vote, Councilman Arnett being <br />noted absent. <br />Councilman Weymouth moved to adopt RESOLUTION N0. 6303 APPROVING PROPOSED LEASE <br />AGREEMENT; AND, AUTHORIZING CALL FOR BIDS FOR LEASE OF CITY -OWNED PROPERTY, <br />seconded by Councilman Keckley and carried on roll call vote, Councilman <br />Arnett being noted absent. <br />Councilman Keckley moved to adopt resolution annexing territory known as Hillcrest <br />Annexation No. 2, seconded by Councilman Weymouth. Council discussed the <br />dimensions of the subdivided lots according to drawing submitted. There <br />were questions concerning width of the access to Parcel. "C", a "panhandle <br />lot". Planning Director advised that the subdivision occurred under County <br />jurisdiction, and he estimated the access to be 15 to 16 feet wide. Council- <br />man Henderson expressed unwillingness to permit annexation of property which <br />included a panhandle lot. Councilman Keckley questioned whether annexation <br />could be approved with the understanding that a resubdivision approved by <br />the City would be required. City Attorney informed Council the property can <br />only be subdivided pursuant to the City's Subdivision Ordinance, and that <br />the annexation cannot be conditioned on requiring subdivision. The County <br />subdivision would have to apply. Councilman Henderson felt the better course <br />would be to reject the annexation and request the County to re-examine their <br />decision in view of the City's concern. Fire Chief Keller was requested to <br />indicate his position, and he stated he had personally viewed the property, <br />which has a, steep driveway, estimated at 15' wide, as access to the rear <br />lot, on which a house has been constructed and to which sewers have been <br />
