214 <br />Leo & Evelyn Eads, 50 Elwood Street, indicated <br />due to late notification their inability to be <br />present, but expressed agreement with improvements <br />proposed with the exception that consideration be <br />made of their request to limit "no parking" in <br />front of certain single-family residences to peak <br />hours of traffic. (Copies submitted to Council) — <br />William H. Royer, 1047 Whipple Avenue, requesting <br />delay in action to remove parking on westerly side <br />of E1 Camino, to permit his being able to be <br />present to be heard, requesting a date no earlier <br />than June 15. <br />City Manager indicated Staff was prepared to proceed with the report, if that <br />was the desire of Council. <br />Police Chief McDonald, Chairman of the Traffic Committee, described some <br />of the problems at this intersection resulting from increased volume of <br />traffic, and noted the present pattern does not have the capability of <br />handling the traffic and causes confusion. The Traffic Committee recommended <br />overhead signs at Stafford for traffic westbound on Whipple to reduce confusion, <br />and prohibition of parking on both sides of Whipple between Arch Street and <br />Warren, Police Chief stated the traffic volume between Warren and El Camino <br />Real amounted to 16,000 vehicles per day, and between E1 Camino Real and <br />Arch, 9,000 per day. Two lanes of traffic each way between El Camino and <br />Arch were recommended, to ease the flow of traffic. Cost is estimated at <br />$40,000 for these proposals, to be funded from Gas Tax. The greater portion <br />of the cost will be for signalization at the Whipple -Arguello intersection, <br />to provide left turn lanes both eastbound and westbound onto Arguello. <br />Council expressed some concern for capability of pedestrians to cross El <br />Camino, and Police Chief indicated he would investigate this problem, Council <br />appeared to generally favor the proposed changes, but indicated concern with <br />reference to parking prohibition in the block between Arguello and Warren, <br />where three single-family residences are situated. Off-street parking is <br />adequate for two of the homes, but not for the third. A suggestion was that <br />private arrangements might be made by the home owner for off-street parking <br />in one of two vacant lots on that block. <br />Carl Kulitich, 70 Foss Drive, described his <br />difficulties as a commuter westbound on Whipple, <br />and felt the island in E1 Camino should be cut <br />back somewhat so that a driver in the left lane <br />can swing more easily. <br />Chief McDonald advised that the island at the easterly side of the railroad <br />tracks will be cut back, but the island in E1 Camino Real will remain <br />unchanged. Director of Public Works confirmed that the plans call for no <br />modifications of the island, which was designed in accordance with State <br />plans and approval. <br />
