229 <br />Minutes of Adjourned Regular Meeting <br />Redwood City Council <br />June 3, 1970 7:30 P.M. <br />Community Activities Building <br />Mayor Bury called the meeting to order at 7:36 P.M. <br />ON ROLL CALL the following were noted present: Councilmen Mary W, Henderson, <br />Paul C. Keckley, Herbert G. Petersen, William C. Rhodes, Ray A. Weymouth, <br />Mayor Robert H. Bury, and City Clerk Marian McCrindle. Noted absent <br />was Councilman Dixon Arnett (entered the meeting at 7:46 P.M.). Also <br />noted present were City Manager Howard C. Ullrich, Assistant City <br />Manager Henry V. Burget, Auditor -Accountant Jack Ference, and Personnel <br />Director Alfred Wiers, Mayor Bury stated City Attorney had asked to <br />be excused from the meeting, but would be present for Executive Session <br />at 8:00 p.m. which had been requested for discussion of litigation matters. <br />The proposed $0.29 per $100 assessed valuation increase in tax rate was <br />discussed, as well as other recommended sources of revenue. The <br />utility user tax was discussed at length, and Auditor -Accountant and <br />Assistant City Manager reported briefly on merits of that form of tax, <br />based on observations during a visit to Fresno, where it has been in <br />effect. <br />Council considered various approaches for discussion of the proposed Budget, <br />admittedly difficult in view of the current economic situation. Reluctance <br />to increase the tax rate was expressed, but it was observed that income <br />had declined in several categories, while costs are increasing. There <br />was considerable discussion relating to budgeted reserves. <br />Mayor Bury read into the record a letter received that date addressed to <br />Council, from Mr. and Mrs. Frank Palozzalo, 162 Orchard Avenue and <br />signed by eleven additional individuals, objecting to proposed 5% <br />utilities tar, and the increased property tax rate. (Copies to be <br />submitted to Council) <br />Possibility of State legislation prohibiting imposition of utility tax by <br />those charter cities which had not done so prior to January 1, 1970 <br />was mentioned as a factor to be considered. City Attorney indicated <br />he would check status of this legislation. <br />Mayor Bury ordered adjournment to Executive Session at 8:25 p.m, for <br />discussion of litigation matters. <br />
