Introduction of Ordinance amending Sign Ordinance to allow larger signs in <br />accordance with a sliding ratio of sign area for large parcels had been held <br />over from Council meeting of June 1, 1970, to allow consideration by all <br />Members, including those on the Ordinance Review Committee, <br />Vice -Mayor Keckley, Chairman, Ordinance Review Committee, reviewed the origin <br />of the proposed amendment, which came about due to a request by Marine World <br />and had been under discussion for several months. It was felt the resulting <br />ordinance would accomodate the original request, while at the same time provide <br />equitable treatment through the sliding scale provisions throughout the <br />community. Councilman Henderson noted a rendering had been requested, and <br />City Manager responded that effort had been made to comply, and that a number <br />of methods had been attempted in order to demonstrate a typical sign, either <br />architecturally <br />or sketch <br />rendering. The difficulty in <br />producing an <br />exhibit <br />was in giving a <br />realistic <br />point of view and perspective. <br />It was felt <br />the <br />best example that might be prepared would be a sketch that would indicate <br />relationship to the sign at Redwood City Drive -In Theater, adjacent to <br />Bayshore. <br />Vice -Mayor Keckley noted the great deal of time and effort spent by Marine <br />World to determine what height and width sign could be seen from the freeway. <br />The committee favored the change, believing that Marine World would profit <br />by a strong identification sign. There was additional discussion concerning <br />the present use of a balloon to advertise Marine World, which is non -conforming <br />and will have to be discontinued. Councilman Henderson expressed her dis- <br />approval of ordinance change, and felt Marine World could find another means <br />to advertise. Council discussed whether there would be a likelihood for <br />similar requests, and it was felt that the restrictions as to distance required <br />from any highway, and as to size of parcels, as well as requirement for <br />architectural approval, would limit such requests. <br />Councilman Petersen noted an identification problem, similar to Marine World's, <br />at the time the Gemco property was being developed, and that the Sign Ordinance <br />was amended to allow a larger identification sign on their building. He <br />felt that it was not possible to anticipate every situation to be encountered, <br />and that each situation must be considered for their particular conditions. <br />Mayor Bury responded to a question from the audience to advise that the <br />variance procedure does not apply, and change would be required in the <br />Ordinance. <br />
