Council <br />spoke in favor of support to the Chamber of Commerce, feeling it was <br />difficult to appreciate effectiveness, and the $15,000 is well spent. <br />Council discussed the Fiesta <br />edition Advertising <br />($1,250), <br />which Assistant <br />City Manager advised covered <br />a full page, whereas <br />previous <br />practice had been <br />to purchase one-half page in <br />the Fiesta edition. <br />If past <br />practice is to be <br />continued, this amount could <br />be reduced to $625. <br />Council <br />indicated approval <br />of reduction as stated. <br />Acct. 483 (Elections) - Councilman Henderson recalled discussion prior to the <br />recent Municipal Election concerning request for Council policy relative <br />to requiring candidates to share in printing costs for candidates' state- <br />ment, noting that it had been agreed to consider the matter at budget time. <br />It was her feeling also that potential for elections suggested a larger <br />amount than $1,000 for this item, naming sewer bond elections, potential <br />for annexation of a populated area adjacent to Redwood City, and possibility <br />that election will be required in the event vacancy occurs on the Council, <br />if legislation proposed is adopted. <br />Councilman Henderson moved that Council adopt the policy that candidates' <br />statements which are mailed out with sample ballots be made part of City <br />expense, rather than charged to candidate. Mayor Bury asked Vice -mayor <br />Keckley to assume the chair in order to offer the second. In the discussion, <br />differing opinions were expressed, some feeling the policy would help some <br />candidates with limited finances. Others felt this should not be the <br />City's expense, and that the statements offer the best kind of advertising <br />for its nominal cost, and further, that it is only a minor amount in the <br />expense of conducting an election campaign. Councilman Henderson added <br />that her support of this policy was predicated on Staff recommendation, and <br />in the event that had changed, she would withdraw. In additional discussion, <br />it was brought out that under present policy, the candidates are billed on <br />pro -rata basis after printing cost had been determined, and does not cover <br />the incidental costs involved. The practice in the County of requiring <br />an advance filing fee was discussed, which provides for rebate if, after <br />costs are determined this would be applicable. It was noted this would <br />involve double processing, in which the Auditor's office would also be <br />involved. Motion lost on roll call vote, Councilman Henderson and Mayor <br />Bury voting yes; and Councilmen Arnett, Keckley, Petersen, Rhodes and <br />Weymouth voting no. <br />
