247 <br />Councilman Petersen moved that advance fee of $50.00 be required to be paid <br />by a candidate at time of filing, if it is desired that the City provide <br />that service, seconded by Councilman Weymouth. Councilman Henderson <br />felt this was contrary to the intent of her previous motion, which was to <br />offer a more streamlined and efficient procedure. Motion carried, Council- <br />man Henderson voting no. <br />Councilman Henderson moved that Elections Account be increased to $5,000 <br />to provide for contingencies in election expenses, seconded by Councilman <br />Petersen (second later withdrawn). City Manager reported some preliminary <br />figures which have just begun to come in from the County on expenses relating <br />to the Municipal Election in April. He recommended that in the event an <br />election is required by reason of Council vacancy, or annexation election, <br />or other reason, funds can be taken from Budgeted Reserves at that time. <br />Councilman Weymouth indicated reluctance to accept Reserves as a source to <br />be drawn up for this purpose. Motion died for lack of a second. <br />Acct. 485 (Employee Retirement) - Auditor -Accountant indicated the only item <br />included was the total estimated retirement for general purposes of $61,000, <br />of which $1,000 was administrative cost, and $60,000 toward Widow's Continuance. <br />He reviewed provisions for cost of living increases for retirees, and advised <br />of one contract amendment which would cost $5,000 year, which provides <br />increase in retirement for employees retired prior to 1966. More complete <br />data would be provided at the next meeting by the Auditor -Accountant and <br />Mayor Bury asked that approval be deferred until further information is <br />received. <br />Acct. 486 (Other Non -Departmental Expenses) - Auditor -Accountant explained <br />requirement for professional appraisal services on buildings and equipment <br />for insurance purposes. Councilman Henderson questioned Item 61, Other <br />Contractual Services (services by PROBE, $8,000), since the agreement specifies <br />$5,000. City Manager responded that the additional $3,000 payment was <br />adjustment to bring their budget period into conformance with City's, and <br />this was a one-time figure. Workmens Compensation Insurance was discussed, <br />and Auditor -Accountant advised accident rate is so poor there will be no <br />refund for the 1969-1970 fiscal year, and the next year's cost will increase. <br />Councilman Petersen moved to adjourn to Regular Adjourned Meeting, 7:00 p.m., <br />June 11, 1970, Community Activities Building, seconded by Councilman Weymouth <br />and carried.
