Minutes of Adjourned Regular Meeting <br />Redwood City Council <br />June 11, 1970 7:00 P.M, <br />Community Activities Building <br />Mayor Bury called the meeting to order at 7:18 p.m. <br />ON ROLL CALL the following were noted present: Councilmen Dixon Arnett, Mary W. <br />Henderson, Paul C. Keckley, Herbert G. Petersen, William C. Rhodes, Ray A. <br />Weymouth, Mayor Robert H. Bury, and City Clerk Marian McCrindle. Also noted <br />present were City Manager Howard C. Ullrich, Assistant City Manager, Henry V. <br />Burget, City Attorney David E. Schricker, Auditor -Accountant Jack Ference <br />and Director of Public Works J. Louis Scherer. <br />Mayor Bury announced that report would be presented on results of the examination <br />of proposed reorganization plan by the City Manager, who advised that, at <br />request of Council, Staff re-examined proposal for reorganization within the <br />Public Works Department, and emphasized the plan was originally pulled <br />together by the City Manager. The entire day had been devoted to scrutiny <br />of the plan, and it was his conclusion that the City should adhere to the <br />recommended economies by method of force reduction and attrition, rather than <br />by employee reduction or layoff, as stated in budget message. The current <br />budget contains 400 budgeted classifications, while proposed budget provides <br />388, or reduction of 12 persons. In addition to the 12, there are 13 positions <br />now vacant which are contained in the 1970-1971 Budget. Of those positions, <br />it is felt 7 must be filled to maintain adequate service. If the remaining <br />this will result in reduction of 19 permanent positions in the <br />unfilled positions can be deleted,/1970-71 Budget. Experience indicates 30 <br />additional vacancies during the year, by attrition, and only those necessary <br />to maintain services will be filled. By inter -departmental transfers, it is <br />expected to maintain viable force. Recommendations for adjustments in <br />Department of Public Works and substitution of contractual services have been <br />concurred in by the Director. It was the opinion that data available now in <br />the area of cost comparison did not meet justification for reorganization, and <br />does not warrant layoff of personnel in addition to the 19 positions <br />recommended for deletion by attrition. Every effort will be made to get <br />every employee on the staff to fulfill tasks in order to insure continued <br />quality of services. City Manager felt confident this can be done. <br />Studies to promote efficiencies and economies will continue and be brought <br />to Council throughout the year with this study expected to be of great aid. <br />It was recommended that no consideration be given to reorganization by layoff. <br />He concluded with comment that he would like to lay to rest the thought that <br />
