249 <br />a concerted effort was being made to reduce the work force for budgetary purposes, <br />without regard to good organization and efficiency. At request of Council the <br />19 positions reported by City Manager as being vacant were listed as follows <br />as positions vacated and not to be filled: <br />City Clerk's Office - 1 Deputy City Clerk; Treasurer's Office - 1 Deputy City <br />Treasurer and 1 Jr. Typist -Clerk; Municipal Buildings - 1 Custodian; Attorney's <br />Office - 1 Assistant Attorney; Police Department - 1 Police Officer; Building <br />Dept, 1 Senior Building Inspector; 1 Assistant Inspector; Public Works - 1 <br />Draftsman II; 1 Jr. Engineering Aide; Street Maintenance - 1 Foreman II; Sewer <br />Division - 1 Maintenance II and 1 additional by retirement July 1; 1 Maintenance I; <br />Water Div. - 1 Maintenance I; Planning - 1 Associate Planner, and 1 Zoning <br />Technician; Library - 1 Senior Librarian and 1 Junior Librarian. <br />There were 7 vacant positions which are recommended to be filled: 1 Cashier - <br />Clerk (Collector's Office); 1 Deputy Fire Chief, 1 Radio Dispatcher, and <br />2 Firemen (Fire Department); 1 Tree Trimmer and 1 Gardener (Park Department). <br />Auditor -Accountant was asked to express reduction in budgeted personnel in terms <br />of dollars, which he stated would amount to approximately $60,000. Assistant <br />City Manager stated further that, in addition, there would normally be a <br />turnover during the coming year of approximately 30 employees. It was estimated <br />that perhaps a third of these would be replaced. <br />Councilman Petersen moved to accept City Manager's recommendations, seconded by <br />Councilman Keckley. It was understood that the recommendations related in <br />particular to the Public Works Department, but that continued study and review <br />will be made of personnel within each Department. Because of apparent mis- <br />understanding, Councilman Petersen restated his motion, to accept City Manager's <br />recommendations, with the proviso that the City continue to investigate <br />possibility of reorganization throughout the City Departments. Motion carried <br />on roll call vote, Councilman Henderson voting no. <br />Budget Study Session No. 4 began with consideration of Acct. 468 (Equipment <br />Replacement Services), City Manager advised he would ask City Auditor - <br />Accountant to give report of his review on Equipment Replacement and Capital <br />items. Auditor -Accountant advised that the Fire Engine replacement schedule <br />called for replacement at 18 years and aerial ladders at 17 years. City <br />is falling behind on equipment replacements. One pumper is needed to replace <br />No. 3 for which parts are no longer available due to its age. One pumper is <br />
