Acct. 760 (Library Service) - Budget approved. <br />Water Funds Budget Summary <br />Staff noted this budget reflected 15% increase in wholesale water rates by <br />the San Francisco Water Department effective June 1, 1970, and that revenues <br />likewise reflected the 20.5% water rate increase to be recommended for <br />approval by Council shortly to offset not only this particular increase <br />but general increases in operating costs. Staff also questioned concerning <br />any costs increases as to personnel additions or maintenance since acquiring <br />of Friendly Acres Water System. Staff noted present personnel could <br />handle meter reading and maintenance, but should major improvements be <br />required it would be recommended that a district be formed either under <br />Ordinance 1128, similar to the other GID improvement projects, or an assess- <br />ment district rather than using any existing funds for improvements. Concern <br />still expressed for improvements in this area which might be expected since <br />purchase by the City and expectation of receiving better water service. After <br />explanation of how charges are charged percentage -wise to other departments <br />Staff questioned whether reviewed periodically in case adjustments needed. <br />It was also requested a report on conditions of this system be furnished to <br />Council. Council also questioned "Special Departmental Expense" under this <br />budget and also report on "Water System Facility Improvements" and asked that <br />a further report be made with more details of expenses involved. <br />Sewer Fund Budget Summary <br />Staff questioned whether any further funding might be needed in this account <br />because of demands which might be made by Regional Water Quality Control Board, <br />City Manager advising in his opinion and from information and discussions with <br />the Board that he would hope matter would be resolved and additional funding <br />that might be anticipated was not needed in this accounting. <br />Acct. 650 (Sanitary Sewers - Public Works) - Approved. <br />Acct. 651 (Sewage Treatment Plant) - Approved. <br />Parking Fund Budget Summary - Approved. <br />Auditor advised bond redemption costs down this year but would continue on an <br />increased cost thereafter until fully redeemed in 1980. Mayor Bury cautioned <br />this account should be watched for increased revenue sources. <br />Marina Revenue Fund Budget Summary - Approved. <br />
