<br />In addition/Council discussion, it was suggested that in event the matter set for
<br />public hearing, speakers be limited as to time; however, an opposing opinion was
<br />to the effect that making the matter an agenda item was unnecessary in view of the
<br />abundance of correspondence and other communications on both sides of the question
<br />and that expression of confidence in the Police Chief and his staff to handle affairs
<br />within that department, as in any other, was essential.
<br />Councilman Henderson's motion to set the matter as agenda item for public discussion
<br />to be limited to one hour, with speakers limited to five minutes, with the objective
<br />to obtain "input" for submittal to a special committee to be appointed by Mayor,
<br />which would then study and recommend on matter of police review board and report
<br />back, was seconded by Councilman Rosselli. Motion lost on roll call vote, Councilmen
<br />Arnett, Keckley, Weymouth and Mayor Bury voting no, and Councilmen Henderson and
<br />Rosselli voting yes, Councilman Petersen being noted absent.
<br />Councilman Keckley restated, in the form of a motion, an earlier suggestion that Mayor
<br />Bury appoint committee to work up proper form of presentation and recommendation
<br />to Council whether to place item on a future agenda, seconded by Councilman Henderson,
<br />Motion lost, being a tie vote, Councilmen Henderson, Keckley, and Mayor Bury voting
<br />yes, and Councilmen Arnett, Rosselli and Weymouth voting no, Councilman Petersen
<br />being noted absent.

<br />It was established that Council's rules of conduct are set out in Section 13 of
<br />the City Charter, which states Council shall determine its own rules of procedure,
<br />After brief discussion concerning Council regulations, Mr. Adams was invited to make

<br />Councilman Keckley moved to adjourn to Executive Session as requested by City Manager
<br />/ to discuss personnel matters in compliance with AB 1228 (Meyers-Milias Brown Act
