271 <br />San Mateo County beaches a disaster area. Request was based on severe erosion <br />which threatens public and private property. Committee recommended Council <br />take no position on the request, and believe other methods should be explored <br />for solving the problem, which would not have the drastic impact of declaring <br />the area a disaster area. (c) Fire Alarm Systems. Committee had received <br />letters from Fire Chief and Fire Marshall urging opposition to AB 336, which <br />would amend the Health and Safety Code to permit certain automatic fire <br />alarm systems to be used instead of sprinkler systems in certain homes or <br />institutions housing or caring for more than six guests or patients on a 24-hour <br />basis. Committee felt the proposed amendment would lessen fire protection to <br />those facilities which they believe require the highest degree of fire protection, <br />and therefore recommended opposition to AB 336, <br />2. Peace and Safety Officers - Retirement, Minimum Hours Wages. The following <br />bills have been introduced in the legislature repeating, in some instances, <br />proposed legislation of prior years: (a) Retirement. SB 601 would unilaterally <br />amend existing contracts to require members of PERS to provide for retirement <br />of policemen and firemen at age 50 at 2% of final compensation per year of <br />service. Committee noted the League of California Cities had withdrawn earlier <br />statements of possible support. Committee recognizes specialized State <br />legislation favoring particular groups of employees has a demoralizing effect <br />on those employees not so favorably affected by such legislation. Also, such <br />legislation defies the principle of local control over the municipal matter <br />of relationship of employment. Such local control is required because <br />municipalities differ in both ability to meet costs of funding retirement <br />programs and as to cost of living and other elements which must be considered <br />in determining local level of wages. Committee recommended opposition to SB 601. <br />(b) Additional Compensation. SB 695 would require local agencies pay certain <br />specified additional amounts annually for policemen holding certain training <br />certificates. The bill is one of the "package" of bills promoted by police <br />officers association. Although the bill provides it is intent of the <br />legislature to make annual appropriations from the general fund to provide <br />for such payments, the bill affects relationship of employment. Committee <br />recommends opposition to SB 695, (c) Wage Rates. SB 941 would establish <br />minimum rates for compensation for overtime, Sundays and holidays, as well as <br />a 10% bonus for work between 6 p.m. and 7 a.m. The bill would also require <br />all policemen be given annual paid vacation of at least 15 days. For reasons <br />set forth in subparagraph (a) above, Committee recommends opposition to SB 941. <br />
