He indicated he could not support the budget as proposed, feeling Budgeted Reserve
should be increased by $50,000. Councilman Arnett indicated additional cuts in
service areas might be necessary, and objected to increase in tax rate. Council-
man Weymouth felt that Budgeted reserve was insufficient, and that it should be
restored to $20,000. He indicated City is now taking the brunt of increasing
costs, whereas it should have been spread over a period of years, noting the
budget has
gone up 39o, while income
revenues
have only increased 11%
to 12%.
Councilman
Henderson questioned the
Budgeted
Reserve amount, stating
it was her
understanding that amount was to have been made up to bring it to $200,000.
In additional Council discussion, Mayor Bury commented relative to Reserves, and
the hope to economize through reduction in personnel by attrition, and also felt
there were other areas where the County might be expected to cooperate, such as
the service facilities in the Fair Oaks area, which would allow the City to
recover some funds. He agreed the Budgeted Reserves were low and should be
increased.
On Councilman Henderson's motion to delete the Backhoe Loader, seconded by
Councilman Arnett, motion LOST on roll call vote, Councilmen Arnett and Henderson
voting yes; and Councilmen Keckley, Petersen, Rhodes, Weymouth and Mayor Bury
voting no.
Councilman Petersen moved to increase Budgeted Reserves by $50,000 to total $200,000,
seconded by Councilman Rhodes, Councilman Arnett felt this would be removing
instruction to Staff with respect to attrition, which was the basis for agreeing
to the $150,000 figure; however, Councilman Petersen stated his motion was in
no way an indication to Staff not to consider instructions by Council to reduce
personnel by attrition and reorganization. Councilman Keckley expressed agreement
that Budgeted Reserves less than $200,000 would not show good fiscal responsibility
and felt for a city of the size of Redwood City and type of budget, the amount
should be in the neighborhood of three to five hundred thousand dollars.
On Coundilman Petersen's motion to increase Budgeted Reserve by $50,000, seconded
by Councilman Rhodes, motion CARRIED on roll call vote, Councilmen Keckley,
Petersen, Rhodes and Weymouth voting yes; and Councilmen Arnett, Henderson, and
Mayor Bury voting no. (MINUTE ORDER #70-123)
Councilman Rhodes moved that $50,000 be transferred from Civic Center Project to
increase Budgeted Reserve to $250,000, seconded by Councilman Petersen. Council-
man Weymouth, noting that
$25,000
is already
encumbered,
and that
this would
reduce available funds to
$47,000,
questioned
whether the
amount
remaining would
be adequate. City Manager responded, pointing out there has been no determination
