28e� <br />He indicated he could not support the budget as proposed, feeling Budgeted Reserve <br />should be increased by $50,000. Councilman Arnett indicated additional cuts in <br />service areas might be necessary, and objected to increase in tax rate. Council- <br />man Weymouth felt that Budgeted reserve was insufficient, and that it should be <br />restored to $20,000. He indicated City is now taking the brunt of increasing <br />costs, whereas it should have been spread over a period of years, noting the <br />budget has <br />gone up 39o, while income <br />revenues <br />have only increased 11% <br />to 12%. <br />Councilman <br />Henderson questioned the <br />Budgeted <br />Reserve amount, stating <br />it was her <br />understanding that amount was to have been made up to bring it to $200,000. <br />In additional Council discussion, Mayor Bury commented relative to Reserves, and <br />the hope to economize through reduction in personnel by attrition, and also felt <br />there were other areas where the County might be expected to cooperate, such as <br />the service facilities in the Fair Oaks area, which would allow the City to <br />recover some funds. He agreed the Budgeted Reserves were low and should be <br />increased. <br />On Councilman Henderson's motion to delete the Backhoe Loader, seconded by <br />Councilman Arnett, motion LOST on roll call vote, Councilmen Arnett and Henderson <br />voting yes; and Councilmen Keckley, Petersen, Rhodes, Weymouth and Mayor Bury <br />voting no. <br />Councilman Petersen moved to increase Budgeted Reserves by $50,000 to total $200,000, <br />seconded by Councilman Rhodes, Councilman Arnett felt this would be removing <br />instruction to Staff with respect to attrition, which was the basis for agreeing <br />to the $150,000 figure; however, Councilman Petersen stated his motion was in <br />no way an indication to Staff not to consider instructions by Council to reduce <br />personnel by attrition and reorganization. Councilman Keckley expressed agreement <br />that Budgeted Reserves less than $200,000 would not show good fiscal responsibility <br />and felt for a city of the size of Redwood City and type of budget, the amount <br />should be in the neighborhood of three to five hundred thousand dollars. <br />On Coundilman Petersen's motion to increase Budgeted Reserve by $50,000, seconded <br />by Councilman Rhodes, motion CARRIED on roll call vote, Councilmen Keckley, <br />Petersen, Rhodes and Weymouth voting yes; and Councilmen Arnett, Henderson, and <br />Mayor Bury voting no. (MINUTE ORDER #70-123) <br />Councilman Rhodes moved that $50,000 be transferred from Civic Center Project to <br />increase Budgeted Reserve to $250,000, seconded by Councilman Petersen. Council- <br />man Weymouth, noting that <br />$25,000 <br />is already <br />encumbered, <br />and that <br />this would <br />reduce available funds to <br />$47,000, <br />questioned <br />whether the <br />amount <br />remaining would <br />be adequate.
