284 <br />made by Council at present to proceed with the project, but funds are there in <br />the event decision is made by Council to proceed, to do necessary work to <br />bring it to necessary resolution under recommendations of the financial <br />consultant, by formation of either non-profit organization, or joint powers <br />or otherwise. If Council elects to go forward, no funding per se would be <br />necessary to move toward call for bonds, although there would be some work <br />necessary to formalize the dollar values and descriptions necessary to form <br />the basis for bond brochure and offer to bond buyers. He indicated $47,000 <br />would be marginal, but another alternative would be not to proceed any <br />further until determination is made as to whether or not it is possible to <br />sell bonds. <br />Councilman Rhodes was requested by Council to expand on intent of his motion, <br />and he felt the $50,000 added to Budgeted Reserve in a previous motion was <br />not sufficient to take care of the margins for error also enumerated earlier. <br />He indicated this simply put the funds where they could be used for any <br />eventuality. Council discussed the Civic Center further and Mayor Bury noted <br />concern of businesses adjacent to proposed Center, who must make important <br />decisions relating to their business, based on intentions of the City to <br />proceed or not, and felt commitment of funds in this account indicate <br />capability of making that decision. Motion LOST on roll call vote, Councilmen <br />Arnett, Henderson, Keckley, Weymouth and Mayor Bury voting no; and Councilmen <br />Petersen and Rhodes voting yes. <br />Councilman Arnett moved to eliminate funds for Civic Center Project and transfer <br />to offset the tax rate, seconded by Councilman Henderson, <br />William Royer, 1047 Whipple Avenue, expressed objection <br />to this proposal, and felt Council should show intent <br />by having funds in the plan. <br />Motion LOST on roll call vote, Councilmen Arnett and Henderson voting yes; <br />and Councilmen Keckley, Petersen, Rhodes, Weymouth and Mayor Bury voting no. <br />On Councilman Weymouth's motion to introduce Ordinance as presented, seconded by <br />Councilman Keckley, motion CARRIED on roll call vote, Councilmen Keckley, <br />Petersen, Rhodes, Weymouth and Mayor Bury voting yes; Councilmen Arnett and <br />Henderson voting no. <br />Mayor Bury ordered a five minute recess at 9:46 P.M. <br />WHIPPLE AVENUE - EL CAMINO TRAFFIC PLAN. Consideration of adoption of Ordinance <br />restricting parking <br />on Whipple <br />Avenue <br />was continued from <br />Council meeting of <br />June 15th in order <br />that a full <br />Council <br />might be present. <br />Ordinance had been <br />introduced at meeting of May 25, 1970, and affidavit of publication was on <br />file. <br />
