City Clerk was requested to read the title as follows: An Ordinance amending <br />Section 20.97.4 of Article VII of Chapter 20 of the Code of the City of Redwood <br />City, relating to parking restrictions on Whipple Avenue in the City of Redwood <br />City. <br />Council questioned whether Staff was prepared with costs of widening Whipple, <br />Arch Street to E1 Camino Real, and City Manager indicated a rough estimate could <br />be given. Director of Public Works was asked to respond, and his estimate of <br />costs to provide parking on Whipple between Arch Street and El Camino Real was <br />$28,000, which would be over and above cost of the originally proposed traffic <br />plan. He reported also that in communicating with Sacramento, it was suggested <br />there may be a possibility to finance from Gas Tax funds; however, the State <br />would require the plans and specifications be submitted to them for review <br />before final determination. Estimated cost to reduce sidewalks to permit parking <br />between Warren and E1 Camino would add approximately $30,000 more to the project. <br />There was lengthy discussion by Council with questions directed to Police Chief. <br />Director of Public Works, in response to question by Council, indicated that <br />time required for completion of improvements, including the phase which would <br />call for widening the curbs to permit parking would involve approximately two <br />months for field survey work, preparation of plans and specifications, and <br />actual contract time would be about four working months, or a total of six <br />months before the project could be completed. <br />It was indicated by Council that one of the property owners concerned might have <br />the potential to resolve the problem with their loading dock if sufficient time <br />is given before completion of the improvements, and Director of Public Works <br />advised the work could be scheduled for the next construction season, and as a <br />matter of fact, a delay in the project at this time would have that result. In <br />response to suggestion that the work be done in two phases, it was pointed out <br />the work would be more costly. <br />Police Chief was asked whether this would be his recommendation, and he stated <br />the recommendations were as indicated in the first plan submitted. To a question <br />concerning safety, he stated that it was amazing there has not been loss of <br />life on this stretch of road, and that more accidents are being experienced. <br />Mr. Omar W. McGuire, 411 Mountain Home Road, Woodside, <br />stated he was an associate in the Bay Area Carpet Co., <br />928 Whipple, and described the problems to their business <br />if parking is prohibited. He requested that loading zone <br />be retained, with time restrictions. He indicated a <br />large volume of heavy merchandise is required to be <br />brought in and out of the building on the Whipple Avenue <br />side. If parking could be permitted during restricted <br />periods, he indicated they could police the area the <br />remainder of the time, and stated there is heavy traffic <br />only at certain periods of the day. <br />
