296 <br />Mayor Bury noted the presence of former Mayor Sidney Herkner, and presently <br />a member of the Board of Directors, South County Garbage Disposal District, <br />and invited him to speak on a matter that would come before the Council of <br />Mayors the following day. <br />Mr. Herkner reported that the Board had met that day, and <br />referred to a letter addressed to the city councils in <br />the county from M. D. Tarshes, County Manager, which had <br />included a proposed joint powers agreement regarding solid <br />waste management. He said it was discussed at some length <br />and motion was made that the Board did not have objections <br />to approval of this agreement. He indicated there were <br />additional points he felt should be spelled out, and after <br />additional discussion, he voted in favor for the sake of <br />unity; however, he was concerned about the generality of <br />the proposed agreement and felt it overlooked provision <br />for disposal of rubbish such as garden clippings, etc., <br />as opposed to garbage. <br />He gave comparisons of usage by Redwood City residents <br />of the South County Disposal Site on Marsh Road, and <br />that of neighboring cities, and apparently Redwood City <br />uses the site more than all the rest combined. He was <br />concerned with the way in which the agreement is written, <br />which gives the County authority to tell Redwood City <br />where it can dispose of rubbish, and suggested alternatives. <br />It was anticipated that eventually Ox Mountain would be the <br />primary disposal site for the County. <br />Councilman Petersen, who was expected to represent Council in Mayor Bury's <br />place at the Council of Mayors meeting, asked that in the event the <br />matter came to a vote at that meeting, Council inform him if there <br />was a specific action they wished taken. In additional discussion, <br />the consensus was that while the concept was acceptable, no definite <br />position be taken until additional information is available. <br />Mayor Bury asked that Mr. Herkner provide a written report and recommendation <br />for consideration by Council, and expressed appreciation of Council for <br />Mr. Herkner's efforts and diligence. <br />C014MUNICATIONS : <br />County of San Mateo, Mr. Tarshes, County Manager, <br />concerning proposed joint agreement for disposal <br />problems.
