299 <br />Betty Travers, 27 Lowell Street, described their many <br />years of interest and effort relative to meetings <br />concerning rezonings and master planning, and felt this <br />was supposed to eliminate what was being proposed. She <br />indicated a number of reasons she felt Challenge should <br />not have the rezoning approved. <br />Richard Schwoerer, 33 Broadway, spoke in opposition to <br />the rezoning, feeling that a large apartment building <br />in addition to proposed abandonment of Broadway, will <br />add to the traffic congestion. <br />Councilman Weymouth moved to close the public hearing, seconded by Councilman <br />Arnett and carried. <br />Councilman Keckley moved to reinstate the prior action of the Council (introducing <br />the Ordinance), seconded by Councilman Weymouth and carried on roll call vote, <br />Councilmen Keckley, Petersen, Weymouth and Mayor Bury voting yes; and <br />Councilmen Arnett, Henderson and Rhodes voting no. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1130.115 ADDING SECTION 60.4.1 <br />TO ORDINANCE N0, 11303 THE REDWOOD CITY ZONING ORDINANCE, REZONING PROPERTY <br />IN THE VICINITY OF SECOND AVENUE AND BROADWAY, seconded by Councilman Weymouth <br />and carried on roll call vote, Councilmen Keckley, Petersen, Weymouth and <br />Mayor Bury voting yes; and Councilmen Arnett, Henderson and Rhodes voting no. <br />REPORT AND RECOMMENDATIONS OF TRAFFIC COMMITTEE: <br />City Manager stated several recommenda-tions would be made, the principal one <br />having to do with Woodside Road medians. He noted the numerous meetings which <br />had been held to determine the best possible arrangements of median openings. <br />Plans had been approved by Council and County Board of Supervisors, following <br />which review has been almost continuous on the part of Staff and concerned <br />property owners. <br />(1) Woodside Road Medians. Police Chief, Chairman of the Traffic Committee, <br />reported on recommendations of the Traffic Committee of revisions to proposed <br />State plans for openings in Woodside Road, at Carolina Ave. -Cerrito Ave., and <br />Maryland Street -Santa Clara Avenue. Committee proposes to leave openings at <br />Maryland and Carolina directly in line with residential streets with right turn <br />on and off traffic flow, that the median at this location be closed running from <br />Alameda. to Santiago Avenue, and Cerrito be a right turn on and off traffic flow. <br />Traffic studies indicated there was little cross traffic that would be using the <br />intersection. Maryland Street is recommended to be designed to open directly <br />onto Woodside Road with a right turn on and off traffic flow, and that median <br />opening be directly in line with Santa Cla.ra Street. Also, that the Woodside <br />Road median opposite Santa Clara Avenue remain open, but relocate the opening <br />in Frontage Road barrier directly opposite Maryland. <br />
