311 <br />respond to questions concerning silting, Assistant City Manager reported that <br />in 1956 when dredged soundings showed ten feet below mean sea level, and <br />recently taken soundings show minus 1014". Apparently there has not only <br />been no silting, but there is more water at mean sea level than in 1956. <br />Mr. McElroy stated the harbor silts at the rate of 6" per year. Councilman <br />Arnett noted his earlier remarks to the effect Staff has been asked for a <br />master plan, and that the Marina Committee is aware of the fact there is a <br />discrepancy between figures given through the last work done by the State, <br />and what some of the tenants provided from work they had done. <br />There was further discussion between Mr. McElroy and Council and he agreed <br />to submit a written list of points made in his presentation to Council. <br />Mr, Jim Newland, 1627 Christina Drive, Los Altos, <br />Captain, Fleet A, stated receipt of the notice <br />concerning rate increase prompted them to appear, <br />since there were several matters of complaint, <br />among which was matter of dry storage, Their <br />Venture 21 Sailing Club felt the additional fees <br />should be used to make necessary improvements for <br />the benefit of boaters, rather than the fishing <br />dock or spectators, <br />Councilman Arnett indicated that some of the items brought up were recognized, <br />but that there were some improvements for the benefit of spectators, since <br />they were one of the reasons for the Marina to exist. He noted that priorities <br />for improvements will have to be set, and work done in accordance with funds <br />available. <br />Motion carried on roll call vote. Mayor Bury thanked the Committee for its <br />recommendations. <br />REPORT OF BID OPENING, Emerald Branch Channel Improvements (San Francisco Water <br />Department right-of-way to Quartz Street) and Jefferson Branch Channel <br />Improvements (Crompton Road to Vera Avenue) Project SD -20, GID 1-65. <br />The following bids were received: <br />Power Anderson, Inc. $378,287 <br />A.E. Mullin Construction Co. 403.600 <br />McGuire & Hester 421051 <br />Oscar Holmes & Holmer-Clair 424 620 <br />Elmer J. Freethy Co. 464,34o <br />W. H. Ebert Corp. 498,117 <br />Engineer's Estimate $354,474 <br />Staff and Jenks & Adamson recommended award of bid to Power -Anderson, Inc. <br />Although 6.7% over estimate, it was felt to be a fair and reasonable price <br />for the work. <br />
