97 <br />Chief Building Official informed Council that about three months ago his <br />Department began posting information cards on all new homes in Redwood City, <br />as well as Redwood Shores, which furnishes data on the functions of the <br />Building and Planning Departments, and felt this would aid in providing <br />avenues of communication for new home owners. <br />There was discussion concerning the portions of the dike which did not meet <br />the Corps' standard of 1:1 safety factor. City Manager indicated that there <br />has been nothing physically done to the dikes to arrive at the Corps of <br />Engineers standards; however, City has been working with DMJM and their <br />technical staff to review the methods for arriving at these conclusions. <br />Core samples of the levees have been provided to the Corps of Engineers, <br />together with <br />the additional information, and <br />they are <br />replotting and running <br />calculations <br />through a computer to determine <br />if there <br />are any areas where <br />improvement might result because of increased information available. <br />Mr. Caryl felt it should be pointed out that the original <br />Corps report to FHA did not speak to the entire system <br />along Steinberger Slough, which does meet the 1:1 criteria. <br />He added that curious results are obtained from applying <br />these criteria in the case of bay mud. Class 1 analysis <br />to determine this factor of safety seems to work well in steep <br />slopes, but when data on bay mud was run through the computer, <br />the results did not correspond with what physically happened. <br />City Manager advised Council that in the area next scheduled for secondary <br />fill in Steinberger Slough, it is intended to direct DMJM to commence <br />engineering drawings for this reclamation. This is a Leslie participation <br />—J project, and no outlay will be made of District funds, other than plans and <br />specifications. Will have an inventory under construction of 540 building <br />sites, which, if building resumed at rate prior to project shutting down, <br />would result in this inventory being used by August, 1971. If sites to be <br />ready to move onto and commence building program and Leslie Properties to do <br />what they are committed to do, it will be necessary to take advantage of <br />down time to do preliminary engineering. <br />He concluded that everything isbeing done to move the situation which he felt <br />is progressing well. He noted there are some problems with contractors due <br />to wet weather conditions, particularly in the Bridge area, where mud being <br />tracked onto paved areas, but steps have been taken, and vill continue, to keep <br />the roads cleared for residents already there. <br />At this point, Kenneth Helms, indicating he was spokesman for "Citizens for <br />Community Control of Police", requested consideration of an unsigned <br />communication. <br />Mayor Bury stated he had the correspondence referred to, without signature, <br />and that the matter would be handled in the same manner as with other communications. <br />It was pointed out that unsigned correspondence is not acceptable. <br />
