96 <br />equipment in the first Neighborhood Park are almost completed and it was hoped <br />the project would be going out to bid shortly. He added that, as of this date, <br />Stanley Swartz Company had not commenced projected building in the townhouse <br />section, but anticipated proceeding early this month with the next two units, <br />which would be done under conventional financing. <br />Mr. W. C. Caryl of DMJM, described the six aerial views which <br />were shown, which he said were taken during December but showed the <br />development substantially as it appears today. He advised the <br />approximate completion of the several projects, and that the Bridge <br />is expected to be completed in October; Marlin #1 completion expected <br />in June; Peninsula Parkway almost complete. <br />Council noted Congressman McCloskey's earlier statement that he would be close <br />to the situation and inquired if there was indication of his continuing interest. <br />City Manager responded that Congressman McCloskey's field representative, David <br />Niklaus, had been following the situation closely, and had been in attendance <br />at meetings with the Corps and with FHA which neither City nor DMJM staff attended, <br />and that Mr. Niklaus and he have had discussions. He added that the Corps <br />of Engineers was in communication with the San Francisco office of FHA. <br />Council also inquired as to progress of the Corps of Engineers toward preparation <br />of report so that a determination can be made as to when the project can proceed. <br />City Manager advised that, in addition to the series of meetings held since <br />prior to Christmas, already reported to Council, it was expected that this week <br />the technicians will have completed work to the point where information can be <br />provided to the Corps of Engineers for formulation of a report in response to <br />some of the Federal government's questions. Within two weeks, it was hoped <br />information can be furnished to Washington for use in transmitting to the <br />Committee. He added that, as reported to Council following meetings in Washington, <br />the next move was up to FHA. It�faas understood the Commissioner would contact <br />members of the Committee and a determination would be made as to whether a full <br />hearing would be held, and it was anticipated the hearing would be an informal <br />one. Responding to further Council questions, City Manager reported on the ✓ <br />Shore Town project and Neighborhood Shopping Center, advising that bids came in <br />over the estimate, and almost immediately after that, the present problem began <br />to develop. Tied in with the Neighborhood Center was a provision that Leslie <br />Properties need not commence construction until 400 homes are guaranteed, and <br />since that has not come to pass, the Center has not been started. <br />There also was a question concerning non -conforming construction in the model <br />homes, and Councilman Henderson expressed concern forprospective buyers who might <br />be misled into believing they can do something not under the ordinances. City <br />Manager stated this has been the subject of two meetings where requests for variances <br />have been considered for these model homes, and steps have been taken to prevent <br />recurrence. <br />
