Helms, 2124 Brewster, Redwood
City Unitarian, spokesman, "Citizens for Community Control
of Police" and read by the City Clerk,
Councilman Petersen moved that the Mayor be empowered to appoint a special
— committee to review the request of the group and to report back to Council,
seconded by Councilman Weymouth.
Council discussed for the benefit of the audience, the reason for this action,
indicating that it has never been the policy to act upon an item of communication
at the time of presentation, without having opportunity to review and discuss
the matter. It was questioned whether the proposed committee was intended to
take testimony, and it was suggested by Councilman Keckley to include in the
motion an invitation to Reverend Helms to participate. Mayor Bury stated it was
his understanding this was the intent of the motion; also, it was felt a review
of policy as it relates to the Charter and Code, as well as State laws would be
one of the matters to be considered by the committee. Councilman Petersen
assured Council his motion was intended that the committee would hold an open
meeting to allow any interested individual to attend. Councilman Rosselli
indicated opposition to a special committee, feeling the matter should be
discussed as an agenda item.
Mayor Bury called for question to submit this matter to a Council Committee,
which he stated would be composed of Councilmen Arnett, Weymouth and himself.
Motion carried on roll call vote, Councilman Rosselli voting no.
