102 Councilman Henderson noted in the Manager's Information Items the request of Peninsula Cable Television, Inc, for release from the $200,000 bond posted to guarantee completion of the system by a specified date. She reported knowing of several individuals who had not received service requested. She added they are also tardy with their billing. City Manager replied that it was not being considered to release the firm from the bond until full compliance with the franchise is met, adding that he had also received complaints. He advised, however, that the franchise does not _ require the system to be completely hooked up, but must have the means to provide installations to the homes. Until Staff is satisfied, recommendation will not be made to release the firm, and they will continue to look into rights under the bond. Mayor Bury suggested that Mr. Sinkunas should be asked to make an appearance to report to Council. Schricker, Assistant City Attorney (MANAGER) Henry V. Burget, Fire Chief Joseph Lodi, Police Chief John R. McDonald, Jr., Director of Public Works J. Louis Scherer, Planning Director Ken Schroeter, City Treasurer Harriet DrIvon, Chief Building Official Charles Gyselbrecht and Secretary Frances Ozzanto. Councilman Weymouth moved to approve Minutes of the Regular Meeting of February 2, 1970, and Minutes of Executive Session of February 2, 1970, as mailed, seconded by Councilman Keckley and carried. Mayor Bury presented retiring Reserve Police Officer Allan Walter Brown with a _ congratulatory resolution, with expressions of thanks and appreciation on behalf of the Council and community. ABAG Budget and Annual Dues. Copies of the ABAG proposed budget had previously been submitted to Council for study, as well as report by Councilman Henderson, Council's representative. In that report, it was stated the ABAG annual Meeting on February 19 would adopt the 1970-71 budget and assessment schedule, and the recommendation of Councilman Henderson, as Delegate, and Councilman Keckley, as Alternate, was that Council support the proposed budget and instruct the Delegate to vote for approval.
