118 <br />2. If the firea.:-m is used to dispose of an animal, a short memo will suffice; <br />however, in all other instances, a full report concerning the use of the <br />weapon shall be attached to a concise memo by the officer involved, setting <br />forth a full explanation as to the circumstances surrounding the use of the <br />firearm. This report shall be on the desk of the Chief of Police within <br />eight hours, unless there are mitigating circumstances whereby the officer <br />is unable to file Lhe report. In such case, it shall be the responsibility <br />of the supervising officer to irnediately, in person, report to the Chief <br />of Poiice,all circumstances surrounding the incident. <br />3. The aforementioned regulation must be complied with as there is always the <br />possibility that even when disposing of an animal, a ricochet bullet could <br />strike an.innocent bystander: therefore, the Chief of Police should be <br />aware that the officer has used :his firearm and the circumstances surround- <br />ing its use, As to the formal report when the weapon has been used for <br />other purposes, the investigation will be thorough and complete in every <br />detail so that there will be no question as to the validity of the officer's <br />performance. <br />4. All firearm reports will be reviewed by the Chief of Police and if further <br />investigation is warranted, he will designate the personnel needed for the <br />assignment, <br />G. MISDEMELNOR SUSPECTS: <br />An officer shall never knowingly use his firearm in the apprehension of a <br />Misdemeanor Violator, <br />JOHN R. MCDONALD, JR, <br />CHIEF OF POLICE <br />Mayor Bury announced the names of the Special Committee members, being <br />Councilmen Arnett and Weymouth, and himself. <br />Using the request forms which had been collected from the audience, Mayor <br />Bury called upon the speakers in turn, as follows: <br />Thomas R. Adams, Legal Aid Society, expressed <br />concern that under present policy, an innocent <br />person could be mistaken for a criminal, or <br />a juvenile stealing candy could be assumed by a <br />Policeman to be involved in a felony. He stated <br />that if the Committee had determined whether <br />psychiatric examinations are given to officers, <br />they hadn't been told; if Committee studied use <br />of other kinds of weapons, they were not told. <br />He stated they were asking Council if life is <br />more important than property. <br />William Oeser, Redwood City, submitted a petition <br />signed by 553 additional persons, 627 having signed <br />earlier, making a total of 1180 signatures, the <br />text of which was requested to be read into the <br />minutes as follows: <br />"We, the undersigned voting citizens of Redwood <br />City, wish to express our wholehearted support <br />of our local Police force, and to thank them <br />for their unceasing efforts to ensure for us — <br />a just, stable and peaceful community. <br />"We also wish to express our adamant opposition <br />to any organized harrassment of law officers <br />through quasi-judicial 'review boards' or other <br />vehicles of intimidation. We feel that the <br />record of such boards in other communities through- <br />out the nation in demoralizing law officers and <br />encouraging criminals is sufficient reason to — <br />reject such boards." <br />He added that the additional petitions being submitted <br />tonight were acquired in less than eight days, and that <br />almost everyone approached was glad to sign, <br />The following persons also appeared: <br />
