67 <br />Mayor Jenkins thanked Council for the opportunity todiscuss the proposal, and intro- <br />duced Attorney Jim Morton, a member of the subcommittee on County Water Agencies. <br />whose services to the group have been voluntary, and who advised Council that he <br />would see that any questions submitted either to Mayor Jenkins or himself regarding <br />the proposed agency would be answered, and that he recognized the concerns expressed <br />by Council. <br />Vice Mayor Petersen stated that on Mayor Bury's return, the provisions of the pro- <br />posed agreement should be set as an agenda discussion item so that the Mayor can <br />begin work on behalf of the City. (Memo 1/6/70) <br />Discussion of "TOPICS" program. (Traffic Operations Program for Increasing Capacity and <br />Safety) City Manager read his report, wherein it was stated Staff had been directed <br />by Council of December 8, 1969, to review the program and make recommendations, <br />To qualify for TOPICS funds, an area -wide plan is required which justified and <br />documents an area -wide improvement plan. The County proposed to pay 50% of the <br />local share of the study cost, with participating cities sharing the remaining 50%. <br />Redwood City's share would not be expected to exceed $4,400, and Section 2106 and <br />2107 Gas Tax Funds may be utilized for City's share of the area -wide study. Staff <br />recommended that City participate in the County -wide study. Recommendation is that <br />motion be made by Council to direct the City Manager to respond to County Engineer <br />indicating approval of participation. The County Board of Supervisors had author- <br />ized the County Engineer to contact the various city councils to determine interest <br />in participation. <br />City Manager explainehat the plan would provide the cities with funding mechanism <br />to develop optimum road networks, and cited benefits such as several areas where <br />Redwood City could be connected, and alternatives to present railroad crossings, <br />as well as where problems are developing on Woodside Expressway. <br />Council briefly discussed the program, and it was determined there is no indication <br />as to length of time involved in conducting the study, and that it is not known <br />who would perform the study, but based on estimated costs, it is presumed a consulting <br />engineering firm would be engaged. County is to act as coordinating agent. <br />Councilman Rosselli moved to direct the City Manager to respond to the County Engineer, <br />indicating Council's approval of participation in the proposed area -wide TOPICS plan, <br />seconded by Councilman Henderson and carried. (MINUTE ORDER # 70-2) <br />Exchange of real property interests in the vicinity of Vera Avenue and Block 4, Jefferson <br />Acres Subdivision, <br />This exchange of real property was authorized by Council action of February 5, 1968, <br />in approving certain exceptions on a subdivision (lot 32, Block 4, Jefferson <br />Acres Subdivision) being developed by owners, J. E. McCarthy & Sons, Inc. Auditor - <br />Assessor's statement of equal value of the properties is on file. City Attorney <br />briefly reviewed the background of this transaction. <br />
