It is planned to present the proposal at service clubs, <br />because of the importance to make the general public aware of the magnitude of <br />the project, particularly as to problems of timing and staging. He indicated <br />less than complete success in interesting the public in what is hoped to be <br />done, and the purpose of the open house is to provide everyone the opportunity <br />to see the proposal. <br />In discussion which followed, the matter of an interim program was questioned, <br />since the ultimate plan is of such great magnitude with an important effect on <br />the downtown community. City Manager advised of the meetings held with the <br />Downtown Merchants, with discussions concerning renovation, such as resurfacing <br />of facades of the structures, and that all were enthusiastic until the subject <br />of costs came up. Responding to question, he elaborated by stating that, while <br />the merchants were not unresponsive, the reaction was natural and that in some <br />cases the costs were relatively small, but in others, the costs ranged to <br />$35,000 or more. He stated there is a continuing method by which it is possible <br />to finance joint public and private type development under Redevelopment Act, <br />and believed this could be accomplished if enough "seed money" can be generated. <br />He noted several of the downtown stores which have done an outstanding job in <br />improving the appearance of their buildings, and there have been preliminary <br />talks with some of the merchants as to what can be done in public right-of-way, <br />without use of a great amount of public funds. It was also felt that if property <br />owners and merchants are willing to improve exterior appearance of the buildings, <br />• <br />the community might then be willing to join in and improve the areas adjacent to <br />these blocks. <br />Council indicated recognition of concern by the merchants on the perimeter of the <br />proposed Complex in terms of timing, and the effect on their businesses. It was <br />generally agreed, also, that involvement of the public with the proposal was <br />important. <br />Request of Albert W. Straub, 1306 Edgewood Road, for outside City Limits sewer connec- <br />tion. <br />Staff report stated the request was made because the owner proposes to enlarge his <br />residence but was advised by the County Health Department that his present septic _ <br />tank was not adequate. The Department of Public Works reported that the City's <br />12" VCP sewer main is adjacent to the property and has the capacity to serve the <br />property, but is approximately 21 feet deep at this location. The property is <br />not contiguous to the City limits, and no evidence of hardship has been presented. <br />Staff therefore recommended denial of the request. City Manager offered addi- <br />tional comments, noting the Ordinance provides that some hardship must be <br />demonstrated, but acknowledged the desire of the applicant to improve living <br />conditions in his home. He pointed out to Council, however, the action in which <br />the City is presently concerned, relative to a "cease and desist" order against <br />
