12��e <br />scheduled next day; Peninsula Parkway was expected to <br />be complete within one or two weeks; Bridge beginning <br />to take form, with 300 piles placed, and the contractor <br />is about one month ahead of schedule, with completion <br />anticipated about August. Marlin Subdivision No. 1 was <br />about at half -way point; Marlin Subdivision No. 2 <br />expected to be completed some time in May; Marlin Sub- <br />division No. 3 was, of course, being held up pending <br />resolution of the financing. <br />Mr. Coleman Johnson, of Leslie Properties, indicated <br />he was.in accord with Mr. Blair's optimism relative to <br />FHA. He added that both Lyon and American Housing <br />Guild are eager to proceed, and described negotiations <br />for 40 acres of apartment land, which were in extremely <br />preliminary stages at present, Mr. Johnson invited <br />questions from Council, and Mayor Bury questioned <br />whether prospective buyers are made aware that soils <br />studies are required if swimming pools are planned to <br />be installed. Mr. Johnson replied that he did not know, <br />but the real estate report which is required to be <br />acknowledged should contain this information, since it <br />would be to their advantage that they understand and <br />thus avoid liability. He advised he would find this out. <br />Councilman Keckley asked if buyers were informed that <br />requirements are more stringent in Redwood Shores as to <br />type of foundations than in other areas, and Mr. Johnson <br />responded that again the real estate report, which must <br />be acknowledged, indicates there are foundation criteria <br />to be met. There were brief comments concerning a <br />Regatta on March 21, and the interest indicated in an <br />Olympic course for rowing crews, both Santa Clara and <br />Stanford. <br />City Manager concluded the report by stating this would <br />be the last monthly report relating exclusively to <br />Redwood Shores, and in the future, with Council's per- <br />mission, would like to make these progress reports on <br />the total community, presenting aspects of the existing <br />City. It was felt this would serve to bring the general <br />public up-to-date, and hoped to begin this program with <br />the next report. Council expressed approval of this <br />technique. <br />Councilman Henderson reported seeing tWo signs in the <br />Redwood Shores project, directing to the model homes, the <br />sizes and placement being such as to restrict view, and <br />questioned whether they could be placed elsewhere. <br />Councilman Keckley suggested turning the matter over to <br />the Chief Building Official. (Memo 3/10/70) <br />Status Report - Civic Center Complex. <br />City Manager noted that since the formal presentation of the model displayed at the <br />Community Activities Building, some good comments are being received on the quality <br />of the presentation and imaginative design of Haines & Tatarian Associates. He <br />reported on the meetings of the Formation Committee for the Cultural Commission, <br />which he felt were fruitful, and the proposed open house early in April at the <br />Community Activities Building, to which the general public would be invited to view <br />the <br />displays. <br />The architects <br />are submitting <br />floor plans to <br />the <br />various <br />Departments <br />for <br />review of <br />requirements and <br />departmental <br />relationships. <br />He <br />advised <br />also that in <br />his office is a proposed arrangement for the spaces allocated to Council and Manage- <br />ment, and <br />would welcome review of <br />these <br />and any <br />comments. <br />The architects are <br />con- <br />tinuing to <br />refine schematics and <br />plans. <br />Fiscal <br />planning <br />and recommendations <br />have <br />been submitted in rough draft from Bert Betts, and final recommendations will depend <br />on the scope of the project. Appraisal is in the final stages. The architects <br />have <br />proposed <br />for the Library <br />structure <br />a unique <br />split-level <br />design, recognizing <br />the <br />long range <br />requirements of <br />the year <br />2000, and <br />still have <br />the capability of <br />
