124 <br />on S.R. 128 which provided for creation of a joint <br />Senate and Assembly Committee for consideration of <br />seismic conditions throughout the State, and which <br />will address itself to eliminating much of the con- <br />fusion on the subject, and which is augmented by five <br />advisory groups, including Engineering Considerations <br />& Earthquake Sciences; Disaster Preparedness; Land Use <br />Planning, of which Mr. Blair advised he is a member; <br />Governmental Organizations and Performance, to which <br />Councilman Henderson, he noted, had been appointed; and <br />Post Earthquake and Recovery Development. Included on <br />the Advisory panel for Engineering Considerations & <br />Earthquake Sciences, were Henry Degenkolb, William <br />Moore, Dr. Jahns and Dr. Harry Seed, Mr. Blair felt <br />this action would be of consequence as an indication <br />to agencies at the Federal level that the State has <br />the capability of dealing with the problem, and the <br />findings of the joint Legislative Committee could <br />easily set the pace for similar activities throughout <br />the Nation. <br />A report on the Santa Rosa earthquake of 1969 is ex- <br />pected to be presented at a later date by Mr. James <br />Reiter, however Mr. Blair commented briefly on that <br />aspect, presenting a slide showing the area between <br />the Bay area and Santa Rosa, then a smaller scale draw- <br />ing showing the Bay area in more detail, with the loca- <br />tions of the array of seismic instruments. <br />Councilman Rosselli questioned a newspaper article in which it was indicated that <br />Foster City was given the "go-ahead", and Mr. Blair responded that there is some <br />activity in that location, but based on prior commitments. In reply to further <br />questions, he added that there is every reason to be optimistic as to reception <br />in Washington, adding that they have attempted to demonstrate the spirit of <br />cooperation to the Corps of Engineers, having provided all computer analyses <br />on file. <br />City Manager was requested to elaborate on the newspaper item referred to, and <br />he stated that on seeing the article had contacted Congressman McCloskey's local <br />office and spoke with Mr. Niklaus, questioning him on the quote in the article. <br />Mr. Niklaus assured him the Congressman's statement, contained in a platform <br />statement, was that he would do everything possible to accelerate the action in <br />Washington for both Redwood Shores and Foster City, and in a meeting with <br />Congressman Monagan had come away with the feeling that Commissioner Gulledge was <br />not about to approve new projects unless both cleared at the same time. To the <br />best of Mr. Niklaus' knowledge, Congressman had not indicated Foster City would <br />be permitted to proceed on its own merits while Redwood City was held back, and <br />felt when the Commissioner made a recommendation, it would include both projects. <br />Councilman Henderson referred to the report which is to be given by Mr. Reiter, <br />and questioned whether material similar to Mr. Blair's slide exhibits could be <br />provided to Council prior to that presentation, since reference to the charts is <br />made in the text of the C&GS report. City Manager agreed to furnish these, <br />although he advised they were of poor reproductive quality, but would make an <br />effort to provide satisfactory copies. (Memo 3/10/70) <br />Mr. Bill Caryl, of DMJM, then reported on construction <br />activities, noting that the month of February was good <br />from a construction standpoint.
