<br />Invocation led by Reverend Clifton Weihe, Messiah Lutheran Church,
<br />ON ROLL CALL the following were noted present: Councilmen Dixon Arnett, Mary W. Henderson,
<br />Paul C. Keckley, John S. Rosselli, Ray A. Weymouth, Mayor Robert H. Bury, and City
<br />Clerk Marian McCrindle. Councilman Herbert G. Petersen was noted absent. Also noted
<br />present were City Manager Howard C. Ullrich, City Attorney David E. Schricker, Police
<br />Chief John R. McDonald, Jr., Fire Chief Joseph Lodi, Director of Public Works J. Louis
<br />Scherer, Auditor -Accountant Jack Ference, City Treasurer -Collector Harriet Drivon,
<br />Chief Building Official Charles Gyselbrecht, and Secretary Frances Ozzanto,
<br />Councilman Keckley moved to approve Minutes of the Regular Meeting of March 2, 1970, as
<br />mailed, seconded by Councilman Henderson and carried,
<br />An inscribed plaque was presented to Ray Lunny III by Mayor Bury, with congratulations on
<br />behalf of the community and Council, in recognition of his achievements and acknowledg-
<br />ing his participation as a member of the U. S. Boxing Team. It was noted he is partici-
<br />pating in the Golden Gloves Championships in San Francisco, and will also be entered
<br />in the National Golden Gloves, Ray Lunny II was present with his son, and was recog-
<br />nized also for his accomplishments in the boxing profession.

<br />Mr. Blair began with an account of recent developments in
<br />the FHA situation, advising that during the Holidays they
<br />had met with FHA and the Corps of Engineers to establish
<br />an interim program to permit continuing activities of
<br />Redwood Shores, while engaged in discussions of a longer
<br />range program. The object was to demonstrate to the Corps
<br />that the levee system was, in fact, stable under criteria
<br />as proposed by the Corps. He reported a number of meetings
<br />to achieve agreement on this. He then discussed a slide of
<br />the "Interior Levee Improvement", which depicted exterior,
<br />as well as interior levees. It was his feeling that it
<br />could be demonstrated that all levees on the Peninsula meets
<br />the Corps criteria as to static and dynamic load conditions,
<br />which is in agreement with the Seismic Advisory Board's
<br />approach to design as being adequate and safe, although
<br />there was some difference of opinion as to computation.
<br />He stated interim levees are designed to follow existing
<br />roads, so that little construction is involved. With
<br />reference to status of FHA approval, after submittal of
<br />recommendations and exhibits, it is expected the Corps
<br />will respond favorably in its opinion and that the San
<br />Francisco office of FHA will be in a position to refer
<br />the matter to the Washington office. He also commented
