He reviewed the <br />various statistics in the tabulation as to percentage in several income categories, <br />a breakdown by age and sex, numbers of households under varying types of welfare <br />assistance, etc. <br />Staff is in support of the Application for Federal grant, he said, which must be <br />filed by some public body. It was his understanding this would be done by Redwood <br />City, and felt it was reasonable to expect that the County would join in the effort. <br />Without County participation, he added, the program would be handicapped. It is <br />hoped to file the application, now in process of preparation, by the end of the <br />month, should Council agree to proceed. <br />Questions from Council were invited, and in this discussion it was learned that the <br />Federal Government would contribute a maximum of 2/3 rds of the cost of site ac- <br />quisition and building development, with the remaining one-third guaranteed by the <br />local agencies involved. The matter of County participation was also discussed, <br />with indications there was no definite commitment, and it was questioned whether <br />the matter would need to be considered by the Board of Supervisors prior to the end <br />of this month in order to meet the deadline, or proceed alone with the expectation <br />of County participation after submittal of the application. It was indicated by <br />Mayor Bury that encouraging preliminary discussions had been held with the County <br />Manager's office, but it was suggested their ultimate intentions were broader in <br />scope. It was not expected that a resolution of support from the County would come <br />before the intended date of application. The matter of need for plans and specifi- <br />cations, as well as an estimate of costs, was questioned by Councilman Keckley, <br />particularly in view of the possibility of the City carrying the project alone. <br />The Planning Director felt that a reasonable estimate would be between $350,000 <br />and $400,000, of which the local share would amount to one-third. <br />City Attorney then stated he would like to exercise his prerogative to issue caveat, <br />since some of the matters touched upon indicate the application would ultimately <br />have to be reviewed from the City's legal standpoint. In expenditure of Municipal <br />funds raised by the tax process, and in view of the fact that the discussion involved <br />areas outside the City limits, the legal limitations would have to be reviewed. He <br />recognized compliance of the mandatory Federal requirement to conduct a survey; how- <br />ever, there were also City requirements to be considered, including a number of <br />undetermined items that would have to be resolved, one of which was the question of <br />County participation. <br />Responding to question regarding the location of the facilities, the Planning Director <br />acknowledged that the site being considered is outside the City limits, but adjacent <br />to it, and suggested that annexation might be considered. There is no firm commit- <br />ment for any particular site, however. Mayor Bury noted that in the early discus- <br />sions with the County, their Manager and Planning staffs had indicated willingness <br />
