132 <br />to participate, but that subsequently, it appeared they preferred to withhold ap- <br />proval in order to explore the broader aspects, particularly in health services <br />facilities, and with the view of establishing them in a more central location. <br />The recreational aspects were discussedo and the Planning Director advised that — <br />while Federal grant would not permit the funds to be used for a recreation center, <br />that feature could be incorporated in the complex along with other facilities. He <br />also noted that Menlo Park had already filed an application for a two-thirds grant. <br />It was felt by Councilman Rosselli that the matter of deadline was important in <br />order to have the application filed in time to make the priority list, to avoid <br />the funds being allocated to another application, but agreed that all aspects, <br />including legal ramifications, should be covered. <br />Appearing to appeal for support of the City to proceed with the facilities: <br />Dave Walker, 581 Pine Street, referred to brief discussion on recrea- <br />tion facilities and their efforts to plan so that each room can support <br />each kind of facility. He stated also that in order to qualify the area <br />for the grant, the figure was based on 1964 poverty level income test, <br />and noted that despite cost of living increases, that is still the basis <br />they are dealing with. <br />Zema Francis, 904 Cleveland, Member of the Board of Directors, PROBE, <br />informed Council they are badly in need of the facilities, citing need <br />for child care center to assist working mothers, facilities for medical <br />care for elderly, many of whom must now travel long distances, and often <br />are physically unable to walk; need for baby care center. She stated <br />there was nothing in the area of the kind. She informed Council of the <br />PROBE clothing depot and how she and hundreds of others had benefitted <br />from it; however, the present depot is housed in a building that is up —` <br />for sale. She added they would be grateful for clothing contributions <br />suitable for all ages. <br />Councilman Rosselli moved to accept the report and to ask Staff to submit a report <br />relative to legal and financial considerations, seconded by Councilman Keckley and <br />carried. (MINUTE ORDER #70-47) <br />Councilman Keckley moved to adopt ORDINANCE NO, 1447 APPROPRIATING $35,000 FROM <br />UNAPPROPRIATED BALANCE OF SPECIAL GAS TAX STREET IMPROVEMENT FUND TO PROVIDE <br />FOR STREET LIGHTING IMPROVEMENTS FOR WOODSIDE ROAD, seconded by Councilman <br />Roselli and carried on roll call vote, Councilman Petersen being noted absent. <br />Councilman Rosselli moved to adopt ORDINANCE N0, 1448 APPROPRIATING $7,000 FROM <br />UNAPPROPRIATED BALANCE OF SPECIAL GAS TAX STREET IMPROVEMENT FUND TO PROVIDE <br />FOR HARBOR BOULEVARD STREET IMPROVEMENTS: AND, $81,000 FROM UNAPPROPRIATED BAL- <br />ANCE OF SEWER FUND TO PROVIDE FOR SANITARY SEWERAGE SYSTEM AND RELATED FACILI- <br />TIES TO SERVE MUNICIPAL MARINA AND PORT AREA, seconded by Councilman Henderson _ <br />and carried on roll call vote, Councilman Petersen being noted absent. <br />DAMAGE CLAIM of David F. Chaves, 747 2nd Avenue, for property damages alleged to <br />have been caused by a City manhole cover, denied and referred to insurance <br />carrier on motion of Councilman Weymouth, seconded by Councilman Rosselli and <br />carried. (MINUTE ORDER #70-48) <br />ACCOUNTS PAYABLE Nos. 76916 to 77057, inclusive, totaling $298,269.06, approved on <br />motion of Councilman Keckley, seconded by Councilman Henderson and carried. <br />
