134 <br />Continued PUBLIC HEARING, Resolution of Intention of the Planning Commission to amend <br />Ordinance No. 1130, the Zoning Ordinance, to add supplementary lot area requirements <br />for sloping sites, was declared open, and affidavit of publication ordered filed, <br />It was noted public hearing had been continued from meeting of February 16, 1970, <br />since all Council members were not present at that meeting, Mayor Bury observed <br />that the following members of the Planning Commission were present: Bruce M. Wyck- <br />off, William R. Oeser, James S. Williams, and later in the meeting, William Floyd, Jr, <br />Planning Director reviewed the background for the proposed ordinance, noting that <br />the study was initiated by Planning Commission at the request of Council, and a set <br />of proposals arrived at for hillside development based on studies in unincorporated <br />area, Public hearing was then set by the Planning Commission and a subcommittee of <br />the Chamber of Commerce requested an opportunity to review the proposals, In <br />response to Council request for a recommendation, an amendment was proposed which <br />would require increasingly larger lots in relation to increasing slope of land, <br />Planning Director recommended that this amendment be considered in conjunction with <br />another proposed Zoning Ordinance amendment pertaining to requirements for Planned <br />Development Permit Applications, since they were closely related, Planning Com- <br />mission recommended that amendment as a follow up to the proposed change in require- <br />ments for sloping sites, and that it not be adopted unless the amendments relative <br />to sloping sites are adopted, <br />Councilman Rosselli felt that a Staff recommendation should have been submitted, <br />and Planning Director responded that since the matter emanated from the Commission, <br />rather than Staff, and further, that as the matter evolved, Staff was in complete <br />concurrence throughout, it was assumed that Staff report was unnecessary, As a <br />side issue, he also advised of an opportunity offered to the City for City-wide <br />insurance coverage including various hillside problem conditions, underwritten by <br />the Federal government, which, however, carried a provision requiring that the City <br />take definite steps in the form of plans and regulations within two years to pre- <br />vent problems in future in these areas, <br />Councilman Arnett questioned how many cities in the immediate area have slope density <br />requirements and make allowances for design, and the Planning Director advised <br />that at the time of the study, the only city he was aware of having similar re- <br />quirements was San Carlos, adding that Portola Valley was similar in theory, but <br />density requirements were more stringent, <br />Planning Director also pointed out that reactions to the proposals indicated two <br />sharply identifiable objections, that either the City was going too far, or the City <br />was not going nearly far enough. Planning Commission felt the proposed amendments <br />struck a good balance, <br />
