1.(36 <br />Councilman Arnett invited Mr. Rossman to indicate how he would amend the Ordinance <br />to accomplish what he would like to have it do. <br />Mr. Rossman felt the requirement should not be by lot size, <br />but by district, <br />Planning Director advised that it was true that in the event of rezoning to R-4, <br />for example, the proposal before the Council would tie into zoning, rather than <br />land, He added that the Planning Commission did not want to make the hillside area <br />exclusive territory for only those who could afford large lots, <br />Councilman Petersen agreed that concern expressed was valid, but the proposed amend- — <br />ments were at least an attempt, and were not being considered in haste. <br />It was felt that development of the new college will tie into the amendments, and <br />was an added reason to consider all implications, and the impact the college would <br />have on the surrounding area, Councilman Weymouth expressed interest in Planning <br />Commission viewpoint on this aspect, <br />Bruce Wyckoff, 1215 Chesterton, responded to some of Mr. <br />Rossman's comments, advising it was not possible to guarantee <br />density would be limited in the hillside areas, and in refer- <br />ence to suggestion to delay action on the proposal, stated that <br />the matter had been under study for years, that it would be <br />possible to wait for new studies over the years, but Staff had <br />put in a great deal of time and f8 It the matter should proceed. <br />He stated the amendments have the effect of limiting density <br />by rezoning, lot by lot, depending on slope. <br />Mr. Charles Olivia, representing the Chamber of Commerce, <br />spoke of deliberations on the proposed changes in a committee <br />which included representatives of building associations, and — <br />eventually reached agreement, and it was felt that by adding <br />the "P" designation to the proposal, the two items together <br />make a good ordinance and that Council should therefore go <br />forward with its approval. <br />There being no communications or further oral protest, the public hearing was closed <br />on motion of Councilman Weymouth, seconded by Councilman Keckley and carried. <br />Councilman Keckley moved to introduce Ordinance amending sections of Ordinance No. 1130, <br />the Zoning Ordinance, relating to minimum building site areas for designated zoning <br />districts, and adding section relating to supplementary lot area requirements for <br />sloping sites, secrn ded by Councilman Rosselli and carried. <br />Continued PUBLIC HEARING, Resolution of Intention of the Planning Commission to amend <br />Ordinance No. 1130, the Zoning Ordinance, to modify the requirements of Planned <br />Development Permit applications, declared open and affidavits of publication _ <br />ordered filed. Hearing on this matter had also been continued from February 16 <br />to permit consideration by full Council. <br />The Planning Director explained the workings of this proposal, in that at the pres- <br />ent time, before an application can be filed for Permit, the area must be zoned with <br />P -Combining District. <br />The present proposal simplifies the ordinance and lifts the restriction limiting <br />to one acre minimum lot size for Planned Development Permits, and eliminates the <br />"P -Combining" designation.
